CARICC delegation headed by its director took part as an observer in the 54th session of the United Nations Sub-Commission on Illicit Drug Traffic and Related Matters in the Near and Middle East in Tashkent from 23 to 27 September.
During the 5-day event representatives and experts from more than 30 countries and international organizations discussed the current situation with regard to regional and sub-regional cooperation in countering drug trafficking and related topics.
Four key themes were addressed by working groups:
- importance of exchange of actionable intelligence and the role of regional cooperation platforms in facilitating that exchange;
- trafficking in synthetic opioids and synthetic cannabinoids and measures to counter such trafficking;
- record levels of opiate production and related challenges;
- practical measures tailored to the specific needs of children and youth to prevent and treat drug abuse among them.

Discussions highlighted the role of regional centers (such as CARICC and the Gulf Cooperation Council Criminal Information Centre to Combat Drugs) as platforms for collection, analysis and exchange of information on crimes and coordination of multilateral operations.
On the last day of the session, the United Nations Sub-Commission adopted the report of its 54th session, including findings, conclusions and recommendations of working groups.

CARICC instructor delivered a training course to officers of the Criminal Police Department of the Ministry of Internal Affairs of the Republic of Kazakhstan on the use of specialized programs for information analysis from 16 to 20 September 2019 at the Interdepartmental Training Center on Combating Drug Trafficking of the Institute of Postgraduate and Advanced Education of the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after Makan Yesbulatov,.
The training was arranged and delivered with the support of the International Narcotics and Law Enforcement Affairs Office (INL) of the US Embassy to Kazakhstan.

CARICC delegation headed by director G.Pustovitov attended the Eurasian Forum on AML/CFT from September 10 to 12, 2019 in Issyk-Kul region, Kyrgyz Republic, organized in accordance with decisions adopted during the 30th Plenary meeting of the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG).
On September 11 during session on combating money laundering, the CARICC delegation delivered a presentation on implementation of the CARICC Regional Programme for the Systematic Fight against Organized Drug Crime through weakening its financial resources “DISRUPTION” and presented results of other initiatives aimed at tackling this problem.
The Forum was organized by the EAG Secretariat in partnership with the Organization for Security and Co-operation in Europe, the United Nations Office on Drugs and Crime and the State Financial Intelligence Service under the Government of the Kyrgyz Republic.
The Forum was attended by leading experts in AML/CFT of EAG member states, including representatives of law enforcement agencies, financial intelligence units of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan, and representatives of observer states in the EAG, international and regional organizations and anti-terrorism entitites.
The Eurasian Forum aimed to share expertise, experience and best practices on the latest developments in investigation of money laundering and terrorism financing cases.

The Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC) hosted a training course on methods of investigation in combating illicit drug trafficking in Almaty on 5-9 September 2019.
The training was conducted by officers of the National Crime Agency of the United Kingdom for the Afghanistan Counter Narcotics Police.
The course was fully in line with functional duties of officers and proved to be very constructive and useful in daily work. Participants highlighted high level of organization of the event and the support received from CARICC.

On September 6, 2019, the Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC) hosted a meeting of the CARICC leadership with Mr. Talgat Ashetov, expert of the United Nations Security Council Analytical Support and Sanctions Monitoring Team.
During the meeting, two sides exchanged information on efforts being made to combat illicit drug trafficking, including in relation to the latest trends in drug trafficking routes from Afghanistan, and also on counter terrorism.
The meeting was held in a warm and friendly environment, during which the parties outlined primary areas of mutually beneficial cooperation.

On August 21, 2019, the Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors hosted a working meeting of Mr. Grigory Pustovitov, CARICC director, with Mr. Holger Primas, acting liaison officer of the German Federal Criminal Police Office (BKA) in the Republic of Kazakhstan. The meeting was also attended by authorized representatives of competent authorities of the Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, liaison officer of Mongolia and employees of the Centre.
Objectives and tasks of the Centre under its mandate, results of its work, operations carried out in the region with active participation and coordinating role of CARICC were presented during the meeting as well as initiatives planned to be implemented in the nearest future.
Mr. Holger Primas for his part extended his readiness to provide all possible assistance in combating drug smuggling along the so-called “Northern route” and to establish cooperation with CARICC, national coordinating bodies of member states, observer states and partners of the Centre.
Further involvement of Germany BKA in running checks in connection with identified cases of drug crimes of mutual interest was also discussed.
Parties recognized importance of strengthening cooperation between CARICC and competent authorities of Germany and expressed their intention to further maintain information exchange.

A working meeting was held in Almaty on 21-22 August 2019 to debate on the Concept on CARICC Methodology for Drug Situation Assessment in Member States at the initiative of the Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors, financially supported by the Russian Federation and the UNODC Regional Programme for Afghanistan and Neighbouring Countries.

The event gathered heads of information and analytical units of national coordinating authorities and leading specialists in narcology of national drug treatment centers of CARICC Member States, Afghanistan, Iran and Pakistan, with experts from SCO RATS and UNODC.The meeting focused on drug situation in CARICC member states and countries present at the meeting.

The experts were shown a draft analysis of drug situation in CARICC member states for 2016-2018, prepared by the CARICC in accordance with adopted reporting forms devised under the Concept on the CARICC Methodology for Drug Situation Assessment.

Recommendations were adopted during discussion to supplement draft analysis with more precise data and to elaborate new forms of cooperation working on the Concept.

On August 16, 2019 at the Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC), director of CARICC, Police Colonel Grigory Borisovich Pustovitov, met with deputy head of the Main Department for Drug Control and Combating Trafficking in Human Beings of the Ministry of Internal Affairs of the Republic of Belarus, Police Colonel Andrei Vyacheslavovich Saladonikov.
During the meeting, parties exchanged information on ongoing work in combating illicit drug trafficking, discussed proven positive experience of the Republic of Belarus, an observer state at CARICC, in countering new psychoactive substances and other synthetic drugs. CARICC director underlined effectiveness of measures taken in the Republic of Belarus to combat drug trafficking, both in legislative and organizational terms. It was emphasized at the meeting that CARICC, with the support of the United Nations Office on Drugs and Crime, has been using the software “AIPSIN-ANTINARCOTICS” of a Belarusian company since last year. The parties also discussed the latest trends in drug situation in both the Republic of Belarus and the CARICC region, joint verification measures on specific cases of drug crimes.
CARICC director Grigory Pustovitov informed Andrei Saladonikov about preparations for an international event in the autumn this year, at which CARICC would welcome representatives from the Republic of Belarus.
The meeting was held in a warm and friendly atmosphere, during which the parties once again underscored the trend of increased use of the so-called “Northern route” for drug trafficking and, accordingly, the need for close cooperation in all areas of combating drug trafficking.
