On July 18, 2018, on a working meeting organized at the initiative of Japanese side, the Deputy Director of CARICC Colonel S.A. Safarov met with the Security Advisor, the Head of the Consular Department of the Embassy of Japan in the Republic of Kazakhstan Horiuti Norifumi.
During the meeting, the representative of the Embassy of Japan in the Republic of Kazakhstan has been presented information on the emerging drug situation in the CARICC Member States following the results of the first quarter of 2018, as well as the Centre's initiatives in the sphere of combating illicit trafficking in narcotic drugs, psychotropic substances and their precursors
Following the results of the event, the parties agreed to further develop cooperation in accordance with the mandate of CARICC.

Between 9th and 11th of July, a pre-operational meeting on the initiative of the General Secretariat of ICPO INTERPOL was held, hosted and co-organized by CARICC.
The decision on the participation of CARICC in the Global Anti-drug Operation of ICPO INTERPOL was taken by the Center's leadership on the motivated proposal of the management of the General Secretariat of ICPO Interpol in February 2018 in Lyon, France.
In April 2018, during the Global Anti-drug Conference of the Member States and partners of INTERPOL held in the city of Toledo, Spain, the management of ICPO Interpol proposed to hold a pre-operational meeting for the Global Anti-Drug Operation of ICPO INTERPOL for representatives of NCAs and CAs of CARICC Member States and a number of other states (Afghanistan, Pakistan, Iran, Mongolia, Georgia, Belarus) at CARICC in Almaty, Republic of Kazakhstan.
Participants of the meeting discussed current issues and highlighted priorities of the upcoming Global Anti-drug Operation of ICPO INTERPOL.

In the period from 25 to 29 June 2018 in Samarkand, Republic of Uzbekistan, the UNODC program on the component "Countering the trafficking of Afghan opiates via the northern route by enhancing the capacity of key border crossings points (BCPs) and through the establishment of Border Liaison Offices (BLOs)" and the Department of International Narcotics and Law Enforcement Affairs of the US Embassy in the Republic of Kazakhstan jointly with CARICC conducted a regional training course on organization of targeting at the state border crossing points in order to counteract the transnational crime.
The seminar was attended by military personnel of the Border control service of the National Security Committee of the Republic of Kazakhstan, the State Border Service of the Kyrgyz Republic and the Committee for State Border Protection of the State Security Service of the Republic of Uzbekistan.
During the week-long training course, participants were provided with information on the basic concepts of risk management, profiling methods, tactical methods for conducting a passenger survey, methodology for detecting potential criminals in passenger traffic.
Main emphasis of trainers was given to providing participants with knowledge of forecasting in the behavior of suspects.

On June 27, 2018 the Mini-Dublin group meeting was held in Astana, which was attended by interested competent bodies of the Republic of Kazakhstan, diplomatic and consular representatives of countries and international organizations accredited in the Republic of Kazakhstan and the Kyrgyz Republic.
On behalf of CARICC, Director Pustovitov G.B. took part on this event.
The event is organized by the Italian Embassy in the Republic of Kazakhstan jointly with the United Nations Office on Drugs and Crime.
This meeting is organized on the occasion of the International Day Against Drug Abuse and Illicit Trafficking and, accordingly, focuses on the prevention of drug abuse.
During the event, the current situation and challenges in drug abuse prevention in Kazakhstan, cooperation of the Mini-Dublin group members with the Governments of Kazakhstan and Kyrgyzstan were presented, and priorities and recommendations for further cooperation were noted.

On June 26, 2018, at the weekly meeting of plenipotentiaries of the participating States and CARICC personnel, deputy director general-lieutenant A.Shayakhmetov, on behalf of the Center, congratulated everyone on the International Day Against Drug Abuse and Illicit Trafficking, approved by the decision of the UN General Assembly in 1987.
A CARICC note was also read out, which will be sent to the heads of the competent authorities of the CARICC participating States and observer states with an expression of support in the fight against the global threat of drug abuse.

In the period from June 21 to 22, 2018, CARICC representatives headed by G.Pustovitov took part in the coordination meeting of the Collective Security Treaty Organization (CSTO) member states main narcologists held within the framework of the round table on the subject "Results of the National Study on The use of drugs among schoolchildren in the age group of 13-18 years. Development of measures to prevent the use of psychoactive substances."
The meeting was attended by the main doctors-narcologists of the Republic of Kazakhstan, the chief physician of the Minsk city narcological dispensary of the Republic of Belarus, the President of the Moscow Scientific and Practical Center of Narcology, the chief freelance narcologist of the Ministry of Health of the Russian Federation, the CSTO Secretariat advisor, and the Ministry of Health and Education of the Republic Kazakhstan.
During the event, the work experience was exchanged, with regard to the interaction of primary health care physicians in the early detection of psychoactive substance users among people who turn to medical organizations, as well as their motivation to seek specialized medical care.
The Director of CARICC G.Pustovitov brought information about the Center, its main activities, the results of coordination work, and announced plans to improve the analytical component in the analysis of the drug situation. The problem of the spread of new types of psychoactive substances was noted. In this regard, the Director of CARICC informed the participants about the results of the implementation of the Regional Operation "Reflex-2017" and the prospects for a similar operation, "Reflex 2018".

In the period from 18 to 22 June 2018, CARICC in cooperation with the UNODC Programme Office in Almaty and the Component on establishment of border liaison offices (BLO) and border cooperation in Central Asia, Subprogramme 1: “Countering transnational organized crime, illicit drug trafficking and preventing terrorism” of the UNODC Programme for Central Asia organized and conducted a regional advanced level training course on information analysis and processing methods using IBM «i2» analytical software.
The training was attended by officers of analytical units of law enforcement agencies of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Specialists of the CARICC Information and Analytical Division shared their expertise as trainers. Practical examples of capabilities of the “i2 iBase” and “i2 Analyst Notebook” softwares which will help to better understand information and analytical activities of staff involved in countering drug trafficking were considered during the training course. More than 50 representatives of competent authorities from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan took part in training on the use of specialized software conducted by CARICC experts in 2018 only.
It is planned to organize several more courses to improve professional level of officers of competent authorities of the Central Asian region in the second half of this year.

21 июня 2018 года в ЦАРИКЦ состоялась официальная встреча руководства Центра с представителями Академии правоохранительных органов при Генеральной прокуратуре Республики Казахстан во главе с исполняющим обязанности Ректора Ш.Шаяхметовым.
June 21, 2018 in CARICC held an official meeting of the Center's leadership with representatives of the Academy of Law Enforcement Agencies at the General Prosecutor's Office of the Republic of Kazakhstan, headed by Acting Rector Sh. Shayakhmetov.
Expressing its intention to intensify bilateral cooperation in the field of countering illicit drug trafficking, the Director of CARICC G.Pustovitov and acting Rector of the Academy Sh. Shayakhmetov signed a Protocol of intentions on cooperation in the field of countering illicit drug trafficking.
The signing of this Protocol will allow both Parties to establish both an exchange of experience in anti-drug activities and to identify common points of contact in the field of organizing and conducting joint scientific research, trainings and seminars, as well as the preparation and production of teaching aids and scientific and practical publications.
After signing the Protocol of Intentions for cooperation, a tour of the CARICC office was organized for the representatives of the Academy.
