Representatives of national coordinating bodies of the Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan (hereinafter referred to as - the Parties), CARICC, the Regional Office of the United Nations Office on Drugs and Crime in Central Asia and UNODC Programme Office in Almaty attended the meeting.
During the meeting of the Council of National Coordinators, the Parties granted the Gulf Cooperation Council’s Criminal Information Centre to Combat Drugs an observer status at CARICC; discussed cooperation between CARICC and the Southeast European Law Enforcement Center (SELEC); worked to improve the regulatory legal framework of CARICC; and also reviewed other aspects of cooperation in the field of combating transnational drug related crime.

A meeting of Experts Working Group of Member States of the Centre to review a draft revision of the CARICC Staff Regulation took place on September 18, 2018.
Representatives of the Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, CARICC and the United Nations Office on Drugs and Crime Programme Office in Almaty have attended the meeting.
During the consideration of draft of the new edition of the CARICC Staff Regulation, members of the Working Group have taken into account suggestions and comments of competent bodies of Member States of the Centre.
As a result of the meeting, experts of the Working Group have recommended that the Centre forward the draft revision to CARICC Member States via foreign offices for consideration.

In the period from September 18 to 19, 2018, CARICC Deputy Director Lieutenant-General A.Shayakhmetov took part in the 28th Anti-Drug Liaison Officials’ Meeting for International Cooperation (ADLOMICO), held in Busan, Republic of Korea.
The aim of the international conference organized by the Supreme Prosecutors’ Office of the Republic of Korea was to review global and regional trends in drug smuggling and to develop various anti-drug countermeasures.
The event was attended by representatives of competent bodies of various countries, as well as international organizations such as UNODC, Interpol, ASEAN, APICC and others.
As part of the program of the event A.Shayakhmetov made a report on tendencies of drug distribution in the Central Asian region, measures taken by the Centre in combating drug trafficking and spread of new psychoactive substances.

Between September 10 and September 15, the International Counter-Narcotics Operation "Channel-Red Barkhan" was held with participation of counter-narcotics agencies of Member States of the Collective Security Treaty Organization (CSTO), as well as the Islamic Republic of Iran and the People's Republic of China.
International Coordination Headquarters, located in Shymkent carried out interaction and coordination of law enforcement bodies of the participating countries.
Representatives of CARICC, headed by Director G.Pustovitov, took part as observers together with such international organizations as the European Union, the OSCE, the Eurasian Group on Combating Money Laundering and Financing of Terrorism, the UNODC Regional Office and others.
The main objectives of the operation "Channel - Red Barkhan" were interdiction of networks of opiate smuggling, suppression of activities of transnational drug smuggling groups, fight against legalization of drug incomes, seizure of arms, ammunition and explosives from illegal circulation.
Also, the aim of the operation was to eradicate illegal cultivation of cannabis in the Kyzylorda region and harvesting of wild cannabis in the Zhambyl region.
As a result of the operation, over 9 tons of various drugs, including 5 tons of opiates, 38 kilograms of heroin, 2 tons of synthetic drugs, 800 kilograms of hashish, and more than 830 kilograms of marijuana were seized from illegal trafficking in territory of the states participating in it.
During the operation 719 drug crimes were detected, about 7,000 criminal cases were instituted.

A training course on organizational matters of the regional operation "Reflex-2018" was held within the premises of CARICC in the period from September 6 to September 7, 2018.
The event was organized by CARICC under the Regional Programme of the United Nations Office on Drugs and Crime for Afghanistan and Neighbouring Countries.
Attending were representatives of competent agencies of the Islamic Republic of Afghanistan, the Islamic Republic of Iran, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, the Republic of Uzbekistan, as well as plenipotentiary representatives of CARICC member states.
The course provided a platform for participants to review and discuss materials about the form of reporting on operation results, communication channels and information systems of CARICC, current challenges at identifying new psychoactive substances and their analogues, as well as practical lessons on the use of the "AIPSIN" software.

On August 10, 2018 CARICC hosted a meeting of the Working Group on the organization of anti-drug operations and other activities within the competence of the Coordination Council of Heads of Competent Bodies on Combating Illicit Drug Trafficking (CCBCD) of the Collective Security Treaty Organization (CSTO) member states.
Representatives of the CSTO Secretariat, competent bodies of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, as well as the CARICC leadership took part in the event.
During the meeting, participants discussed issues related to preparations for the Regional Anti-Drug Operation “Channel” under the code name “Channel-Red Barkhan”, expansion and strengthening of interaction with regional international organizations such as the Bureau for the Coordination of the Fight against Organized Crime (BKBOP) CIS, Regional Anti-Terrorist Structure (RATS) of SCO, CARICC and others.
The parties considered the possibility of the participation of the heads of the competent bodies of Afghanistan and Iran at the next meeting of the CCBCD, also they reviewed the results of the meeting of the chief narcologists of the CSTO member states held in June 2018 in Almaty.

In the period from July 30 to August 10, 2018 in the city of Samarkand (Republic of Uzbekistan), the Regional Office in Central Asia of the UNODC organized two training courses for officers of the competent authorities of the Republic of Uzbekistan in order to combat transnational crime, included in the Interagency Mobile Groups and Operations Coordination Team on the organization of profiling, search and inspection.
At these courses, among the other invited international experts, an analyst of CARICC took part as a trainer.
In the process of training, participants were informed about the basic principles of the work of mobile groups and vehicle screening, as well as on the concepts of risk management, methods of profiling, tactical methods in conducting a passenger survey, and methods for detecting potential criminals in passenger traffic. Particular attention was paid to understanding the psychological characteristics of the personality of a criminal, terrorist, drug trafficker and prediction in the behavior of the suspect.
This year, CARICC staff acted as trainers in four courses on profiling, in which more than 70 employees of the competent authorities of Kazakhstan, Kyrgyzstan and Uzbekistan have been trained.

CARICC during the period from July 30 to August 1, 2018, hosted two expert working group meetings of the member states of the Central Asian Regional Information and Coordination Center for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors on improving the normative legal basis of CARICC.
The meetings were attended by representatives of the Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan and CARICC.
During the meetings, experts of the CARICC member states discussed proposals and comments on the draft Agreement between the CARICC member states on the exchange and protection of secret information.
As a result of the discussion, the meeting participants finalized the draft Agreement, discussed proposals and comments on the Draft Rules for the Budget of the Center, and also recommended CARICC to submit the issue of the results of the work of the experts working group to the next meeting of the Council of National Coordinators of CARICC member states.
