CARICC summarized the outcomes of exercise drugs controlled delivery
On the 14th of November 2010, CARICC hosted an operational meeting of representatives of national coordinating and competent authorities of the Republic of Kazakhstan, the Kyrgyz Republic, and the Russian Federation to debrief the exercise drug controlled delivery.
Representatives of the national coordinating authorities of the above-mentioned member states shared information on the legal framework regulating the organization and implementation of international controlled delivery of narcotic drugs, psychotropic substances and their precursors.
The parties also discussed the mechanisms and procedures for approval and implementation of international drug controlled deliveries.

Training in Using Targeting Techniques while Ensuring Public Safety at Transport Facilities
During the period of November 08 to 10, 2017, trainings for officers of the Department of Internal Affairs for Transport of the Ministry of Internal Affairs of the Republic of Kazakhstan (hereinafter - DIAT) in using targeting techniques while ensuring public safety at transport facilities were conducted at the facilities of the Aktyubinsk Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan with the support of the International Narcotics and Law Enforcement Section (INL) of the U.S. Embassy in the Republic of Kazakhstan, the Office of OSCE Programmes in Astana with the participation of CARICC and the Association of Psychologists of the Republic of Kazakhstan.
The event was organized at DIAT’s initiative to learn possible introduction of a targeting system in the internal affairs bodies at transport, similar to the project being implemented by INL, OSCE and CARICC for the Border Service of the NSC of the Republic of Kazakhstan.
The trainers were the experts of CARICC and the Association of Psychologists of the Republic of Kazakhstan.
During the training, instructors conducted classes to identify drug concealments in baggage and cargoes during transportation by air, road and rail, presented information of peculiarities in behavior of suspicious passengers, and the main aspects of countering terrorism and violent extremism in the Republic.
Along with the theoretical part, CARICC’s and the Association of Psychologists of the Republic of Kazakhstan instructors conducted practical exercises to identify revealed and potential risks, as well as to develop risk targeting with regard to drug traffickers and persons involved in the activities of international terrorist and religious extremist organizations.
The training was conducted using various teaching methods - presentations / lectures, blitz surveys, and practical classes in groups.

Participation of a representative of CARICC in the 5th SCO RATS Scientific and Practical Conference
On November 01-02, 2017, in Tashkent, a CARICC officer participated in the 5th Scientific and Practical Conference of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization (SCO RATS).
Thus event was attended by representatives of SCO Secretariat, UN Counter-Terrorism Committee, UN Security Council Sanctions Committees, UN Monitoring Group, CIS ATC, Council of the Border Troops Commanders, OSCE, CSTO Secretariat, Eurasian Group on Combating Money Laundering and Financing of Terrorism, Secretariat of Meeting for Interaction and Confidence-Building Measures in Asia, as well as other anti-terrorist structures of special services and security agencies of SCO member states.
During SCO RATS scientific and practical conference, participants discussed the issues of international cooperation in countering international terrorism, dynamics and trends in the spread of international terrorism at the global and regional levels, the risk of combining transnational drug-related crime with international terrorism, strengthening international border cooperation, countering the use of information and communication technologies and the Internet for terrorist purposes, counteracting the financing of terrorism.
CARICC’s presentation noted the relationship between terrorism and illicit drug trafficking, as well as the use of the Internet space by terrorist organizations and drug-related structures for implementation of their criminal intentions.
As a positive example of CARICC in this area of activity, results of intelligence analysis were noted, during which capacities and capabilities of the Center in the field of counteraction to various types of threats to regional security were revealed.

Meeting of CARICC’s Director with the Delegation of the U.S. Drug Enforcement Administration (DEA)
On November 03, 2017, the delegation of the U.S. Drug Enforcement Administration (DEA visited CARICC.
The meeting was held with participation of Mr. Brian Conneely, Deputy Director for the Middle East region, as well as Attaches of DEA Office in the Republic of Kazakhstan, the Kyrgyz Republic, and the Republic of Tajikistan.
During the meeting, the parties discussed the situation in the field of combating drug-related crime in Central Asia, and outlined joint plans for the nearest future.
Grigory Pustovitov, Director of CARICC, articulated three major areas where there is a need to interact: suppressing the spread of synthetic drugs, countering money laundering derived from illicit drug trafficking, and organizing joint trainings and seminars.
At the end of the meeting, the parties expressed an interest in further strengthening the bilateral cooperation between CARICC and the U.S. DEA.

Meeting of G.Pustovitov, director of CARICC, with Mr. Zhang Wei, Consul General of China
G.Pustovitov, director of CARICC met with Mr. Zhang Wei, Consul General of the People's Republic of China to the Republic of Kazakhstan, on November 3, 2017. At the beginning of the meeting G.Pustovitov briefly spoke about the role of CARICC in combating drug crime at the international level, composition of CARICC state parties and observers at CARICC, as well as cooperation with international and regional organizations, including the SCO and the CSTO. G.Pustovitov also mentioned the prospect of possible accession of Mongolia and Afghanistan to the Agreement on the Establishment of CARICC, which will favorably empower CARICC. In turn, Mr. Zhang Wei congratulated G. Pustovitova. with commencement of his term in capacity director of CARICC and wished success in future work. Zhang Wei noted that the PRC attaches great importance to the fight against drug-related crime, money laundering and terrorism. The status of observer state is very important for China.
Both sides agreed that sharing information on a regular basis is important for both parties. G.Pustovitov expressed willingness of CARICC to work together and share experience and information, create strong partnerships. Upon the end of the meeting, the director of CARICC invited Mr. Zhang Wei, Consul General of the PRC, to the celebration of the 10th anniversary of CARICC in December 2017.

Meeting of Director of CARICC with the Minister of Internal Affairs of the Republic of Kazakhstan
On the 30th of October 2017, as part of the visit of CARICC to Astana to attend the 10th Review Meeting of the Parties to the Memorandum of Understanding on Regional Cooperation in Drug Control, a meeting was held between Grigory Pustovitov, Director of CARICC, and General Colonel Kalmukhanbet Kasymov, Minister of Internal Affairs of the Republic of Kazakhstan.
During the meeting, K. Kasymov, Head of the Ministry of Internal Affairs of the Republic of Kazakhstan, noted the positive results of the Center following 10 years of activity in the field of combating drug-related crimes and gave recommendations on improving the efficiency of the Organization’s work.
Along with this, the Minister of Internal Affairs highlighted the major trends in the drug situation in the Republic of Kazakhstan and measures taken to tackle illicit drug trafficking.
The parties noted the need to enhance interaction in the field of countering illicit drug trafficking and disrupting economic foundations of transnational drug-related crime.
Director of CARICC presented deliverables of practical development of the Center in the field of counteraction to various types of threats to regional security and expressed concern about the growing risks of combining transnational drug-related crime with other regional and international threats, such as international terrorism and violent extremism.
At the end of the meeting, Director of CARICC briefed Minister of Internal Affairs of the Republic of Kazakhstan on the prospects for expanding the geography of the Center.

Meeting of Director of CARICC with Director of the Drug Control Agency under the President of the Republic of Tajikistan
On the 2nd of November 2017, CARICC hosted an operational meeting of Grigory Pustovitov, Director of the Center, and General-Lieutenant Salimzoda Sherkhon Odin, Director of the Drug Control Agency under the President of the Republic of Tajikistan.
During the meeting, Sh.O. Salimzoda congratulated G.B. Pustovitov with the assumption of an office of Director of the Center, and suggested to consider an opportunity to visit Dushanbe by Director of CARICC.
The Drug Control Agency under the President of the Republic of Tajikistan noted the positive results of CARICC activities in the field of coordination of international counter-narcotics operations and information and analytical work in the field of countering transnational drug-related crime.
G.B. Pustovitov, Director of the Center briefed Director of the Drug Control Agency under the President of the Republic of Tajikistan on the prospect plans of the Organization to develop international cooperation, and outlined the work on implementing various recommendations of member states and the UN Office on Drugs and Crime.
Following the meeting, the parties extended an interest in further strengthening of bilateral cooperation between CARICC and Drug Control Agency under the President of the Republic of Tajikistan.

CARICC attended the 10th Review Meeting of the Parties to the Memorandum of Understanding on Regional Cooperation in the field of Drug Control
On the 31st of October 2017, delegation of CARICC headed by G.B. Pustovitov, Director of CARICC, attended 10th Review Meeting of the Parties to the Memorandum of Understanding on Regional Cooperation in Drug Control in Astana.
Participants to the event discussed issues of regional cooperation, strengthening of control over the production, consumption and illicit trafficking of narcotic drugs, psychotropic substances and precursors.
The main focus of the meeting was on the productive ten-year activities of CARICC; particular importance of the Center in countering the drug threat in the region was emphasized.
G.B. Pustovitov, Director of CARICC, presented a report on the 10-year activity of CARICC and future prospects of the Organization. The report stated achievements in coordinating efforts of the competent authorities of member states in the fight against drug-related crime, information, analytical, and organizational work carried out in the Center.
Participants to the 10th Review Meeting discussed the issues of improving the legal framework for regional cooperation, further institutionalization of CARICC, strengthening cooperation with the United Nations Office on Drugs and Crime, donor countries, and counter-narcotics counterparts in other regions of the world.
In closing of the event, a Declaration emphasizing the importance of the Memorandum of Understanding on regional cooperation in the field of drug control was adopted.

CARICC Director’s Meeting with the Minister of Foreign Affairs of the Republic of Kazakhstan
On October 30, 2017 in Astana, as part of the 10th Review Meeting of the Parties to the Memorandum of Understanding on Regional Cooperation in Drug Control, a meeting of Grigory PUSTOVITOV, CARICC Director, with Kairat ABDRAKHMANOV, Minister of Foreign Affairs of the Republic of Kazakhstan was held.
During the meeting, Kazakhstan’s Foreign Minister K. Abdrakhmanov noted the important contribution of CARICC in countering the drug threat in the region, and also stressed that the Center has achieved significant results within the framework of the ten-year of its activity.
Minister of Foreign Affairs of the Republic of Kazakhstan also briefed Director of CARICC on plans of the Republic of Kazakhstan for the period of chairing at certain UN Security Council Committees for 2017-2018. A series of joint measures are planned in this area.
G. Pustovitov extended gratitude to the Kazakh side for support in the issues of effective cooperation, and also presented long-term plans of the Organization for the development of international cooperation.

Director of CARICC met with a Head of the Representation Office of Mongolia in Kazakhstan
On the 20th of October 2017, CARICC hosted a meeting between G. Pustovitov, Director of CARICC, and Enebish Munkhbaya, Head of the Representation Office of the Embassy of Mongolia in the Republic of Kazakhstan, in Almaty.
E. Munkhbayar congratulated G. Pustovitov with the appointment to the post of Director of CARICC. Further, G. Pustovitov briefed E. Munkhbayar on the progress of Mongolia’s request to obtain observer status with CARICC, which is under consideration of CARICC member states.
E. Munkhbayar extended his hope that the process of considering the request from Mongolia will have a positive feedback, since Mongolia is interested in developing cooperation with CARICC member states in the fight against narcotic drugs.
Participants of the meeting reaffirmed their commitment to further development of cooperation among CARICC and Mongolia.

Meeting of CARICC Director with Deputy Minister of Foreign Affairs Republic of Kazakhstan
On the 18th of October 2010, at the initiative of the Kazakh party, a meeting was held in CARICC between Grigory Pustovitov, Director of the Center, and Yerzhan Ashikbayev, Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.
During the meeting, Y. Ashikbayev congratulated G. Pustovitov with the inauguration to Director of the Center, and invited him to take part in the 10th Anniversary Meeting of the Parties to the Memorandum of Understanding on Regional Cooperation in Drug Control to be held at the Ministry of Foreign Affairs of the Republic of Kazakhstan on October 31, 2017, in Astana.
During the meeting, the Ministry of Foreign Affairs of the Republic of Kazakhstan noted positive results of CARICC’s activities in the field of coordination of international counter-narcotics operations and information and analytical work in countering transnational drug-related crime.
