Grigory Borisovich PUSTOVITOV

G.B. Pustovitov was born on May 9, 1967, in the Orenburg region of Russia.
A national of the Russian Federation.
Police Colonel.
From 1984 to 1989, he studied at the A. Mozhaisky Military Engineering Institute in Leningrad; Major in radio engineer. In 2015, he graduated from the Kyrgyz-Russian Slavic University in Bishkek, majoring in jurisprudence (Master of International Law).
From 1989 to 1995, he served in the USSR Armed Forces, Russia.
From 1995 to 2006, he served in the Federal Security Service of Russia (FSB).
From 2006 to the present time, he serves in Federal Drug Control Service (FSKN)/ Ministry of Internal Affairs (MIA) of Russia.
From  2013 to 2017, he was a representative of the FSKN/MIA of Russia in the Kyrgyz Republic.
Married, has a daughter and a son.

Powers of a Director of CARICC

Extract from the Regulations on CARICC, which is annexed to the Agreement between the Republic of Azerbaijan, Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, Tajikistan, Turkmenistan, and the Republic of Uzbekistan on the establishment of the Central Asian Regional Information and Coordination Centre for combating illicit trafficking of narcotic drugs, psychotropic substances and their precursors:

Article 6. Director of CARICC shall:

  • have overall charge of CARICC and be personally responsible for implementation of the Centre’s objectives;
  • submit the structure and staffing of the Centre to the Council for endorsement;
  • define functions, rights and duties of Deputy Directors, other officers and employees of the Centre and exercise control over their implementation, apply incentives and disciplinary sanctions;
  • issue orders, including those related to the appointment and dismissal of the Center’s staff;
  • represent the Centre in relationship with national regulatory and administrative authorities of the Parties and other States, as well as with international organizations;
  • a budget holder of the Centre, shall report annually to the Council for the validity of expenditures.
