Director of CARICC Police Colonel Pustovitov G.B. took part in the regular meeting of the Council of Ministers of Internal Affairs of the member states of the Commonwealth of Independent States (hereinafter referred to as the CMIA) on July 20, 2018 in Baku.
The meeting was attended by the delegation of the Ministries of Internal Affairs of the Republic of Azerbaijan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, the Office for the Coordination of the Fight Against Organized Crime and Other Dangerous Types of Crimes on the Territory of the Commonwealth of Independent States, as well as representatives of the Council of Ministers of Internal Affairs of the Commonwealth of Independent States at the CIS Executive Committee and International Criminal Police Organization – INTERPOL.
In the margins of the meeting of the CMIA, the Director of CARICC held working meetings with all the heads of delegations of the above-mentioned states to discuss the issues of interaction. The Director of CARICC presented information on the work of the Center, plans to join to the Agreement on the establishment of CARICC by other countries, as well as to resolve issues on improving the Center's regulatory base and information exchange.

On July 25-26, 2018, a Regional Expert Meeting was held at CARICC in the framework of the component "Law enforcement systems for criminal intelligence collection, analysis and exchange" of the Sub-programme 1 of the UNODC Programme for Central Asia, a partnership framework for impact related action in Central Asia 2015-2019, Sub-programme 1.
The purpose of the meeting was to help to strengthen the cooperation/capacity of analytical units in uncovering crimes related to drug trafficking; assistance in strengthening the interaction of law enforcement officers, as well as using the capabilities of law enforcement training centers for courses in operational and strategic analysis.
The event was drew up together the representatives of the competent national coordinating bodies and educational institutions of law enforcement in the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan with the participation of UNODC and CARICC.
Following the results of the meeting, the participants presented their recommendations on improving interaction in the field of information and analytical activities, as well as proposals for the further implementation of the above-mentioned UNODC project.

On July 25, 2018, at the initiative of the Kazakh side, a working meeting of the NSC of the Republic of Kazakhstan with the participation of the regional office of the Drug Enforcement Administration under the US Department of Justice in Kazakhstan was held in CARICC.
During the meeting, participants discussed current issues in the sphere of assistance from CARICC for coordination of international anti-drug operations, as well as information and analytical activities of the Centre.
Representatives of the National Security Committee of the Republic of Kazakhstan made a number of proposals in the field of combating the international drug-related business.
Following the results of this meeting, the parties reached an agreement on developing cooperation in accordance with the mandate of CARICC.

Between 16 and 19 July 2018 in Astana, CARICC staff held a regional seminar for analysts of competent authorities at the Academy of law enforcement agencies under the General Prosecutor's Office of the Republic of Kazakhstan.
The seminar was organized as part of the Sub-Programme 1 "Law enforcement systems for the collection, analysis and exchange of operational information in the field of combating drugs" of the UNODC Program for Central Asian Countries 2015-2019 and aims to improve the use of analytical tools to strengthen strategic interaction between analytical and operational units of law enforcement agencies.
The seminar drew together employees of the competent authorities of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, who in their presentations shared the practice of using specialized software, achievements and problems. Specialists of the Information and Analytical Unit of CARICC at this seminar spoke as specialists in the application of IBM software "i2" for information processing and analysis.
The seminar was organized and conducted with the support of the Bureau of International Narcotics and Law Enforcement Affairs (INL) of the US Embassy in the Republic of Kazakhstan.

On July 18, 2018, on a working meeting organized at the initiative of Japanese side, the Deputy Director of CARICC Colonel S.A. Safarov met with the Security Advisor, the Head of the Consular Department of the Embassy of Japan in the Republic of Kazakhstan Horiuti Norifumi.
During the meeting, the representative of the Embassy of Japan in the Republic of Kazakhstan has been presented information on the emerging drug situation in the CARICC Member States following the results of the first quarter of 2018, as well as the Centre's initiatives in the sphere of combating illicit trafficking in narcotic drugs, psychotropic substances and their precursors
Following the results of the event, the parties agreed to further develop cooperation in accordance with the mandate of CARICC.

Between 9th and 11th of July, a pre-operational meeting on the initiative of the General Secretariat of ICPO INTERPOL was held, hosted and co-organized by CARICC.
The decision on the participation of CARICC in the Global Anti-drug Operation of ICPO INTERPOL was taken by the Center's leadership on the motivated proposal of the management of the General Secretariat of ICPO Interpol in February 2018 in Lyon, France.
In April 2018, during the Global Anti-drug Conference of the Member States and partners of INTERPOL held in the city of Toledo, Spain, the management of ICPO Interpol proposed to hold a pre-operational meeting for the Global Anti-Drug Operation of ICPO INTERPOL for representatives of NCAs and CAs of CARICC Member States and a number of other states (Afghanistan, Pakistan, Iran, Mongolia, Georgia, Belarus) at CARICC in Almaty, Republic of Kazakhstan.
Participants of the meeting discussed current issues and highlighted priorities of the upcoming Global Anti-drug Operation of ICPO INTERPOL.

In the period from 25 to 29 June 2018 in Samarkand, Republic of Uzbekistan, the UNODC program on the component "Countering the trafficking of Afghan opiates via the northern route by enhancing the capacity of key border crossings points (BCPs) and through the establishment of Border Liaison Offices (BLOs)" and the Department of International Narcotics and Law Enforcement Affairs of the US Embassy in the Republic of Kazakhstan jointly with CARICC conducted a regional training course on organization of targeting at the state border crossing points in order to counteract the transnational crime.
The seminar was attended by military personnel of the Border control service of the National Security Committee of the Republic of Kazakhstan, the State Border Service of the Kyrgyz Republic and the Committee for State Border Protection of the State Security Service of the Republic of Uzbekistan.
During the week-long training course, participants were provided with information on the basic concepts of risk management, profiling methods, tactical methods for conducting a passenger survey, methodology for detecting potential criminals in passenger traffic.
Main emphasis of trainers was given to providing participants with knowledge of forecasting in the behavior of suspects.

On June 27, 2018 the Mini-Dublin group meeting was held in Astana, which was attended by interested competent bodies of the Republic of Kazakhstan, diplomatic and consular representatives of countries and international organizations accredited in the Republic of Kazakhstan and the Kyrgyz Republic.
On behalf of CARICC, Director Pustovitov G.B. took part on this event.
The event is organized by the Italian Embassy in the Republic of Kazakhstan jointly with the United Nations Office on Drugs and Crime.
This meeting is organized on the occasion of the International Day Against Drug Abuse and Illicit Trafficking and, accordingly, focuses on the prevention of drug abuse.
During the event, the current situation and challenges in drug abuse prevention in Kazakhstan, cooperation of the Mini-Dublin group members with the Governments of Kazakhstan and Kyrgyzstan were presented, and priorities and recommendations for further cooperation were noted.
