In the period from April 23 to April 28, a working visit of the Director of CARICC Colonel of the Police G.B. Pustovitov was made in the city of Toledo (Spain), within the framework of which a number of high-level international events were held, including: The first global anti-drug conference of the INTERPOL member states, as well as bilateral meetings on the margins of this conference.
The above-mentioned conference was organized by the General Secretariat of ICPO INTERPOL jointly with the National Police of Spain, during which took part delegations of ICPO INTERPOL member states and representatives of international organizations.
In the framework of bilateral meetings, the delegation of CARICC held talks with representatives of the Republic of Azerbaijan, Georgia, the Kyrgyz Republic, the State of Qatar, the Russian Federation, Spain, the United Kingdom and the Republic of Uzbekistan.
As a result of the working visit, CARICC representatives reached an agreement on deepening the practical cooperation of the Center with the national coordinating authorities and competent authorities of the CARICC member states, observer states and other countries and organizations on a wide range of issues of interaction.

On April 26, 2018, Bishkek hosted the annual meeting of the Steering Committee of the UNODC Programme for Central Asian States for 2015-2019.
The event was attended by the heads of the competent authorities of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, representatives of the diplomatic corps, international organizations, including the United Nations Office on Drugs and Crime, and CARICC.
Lieutenant-General A.Sh. Shayakhmetov, Deputy Director of CARICC, made a report on the major results of the Center’s activities in 2017 and plans for the Organization for 2018.

On April 26, 2018, at the request of the Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan, CARICC was visited by officers of the territorial units of the UIS Penal Enforcement System of the Republic of Kazakhstan MIA.
As part of the above event, CARICC’s analysts organized a study tour for officers of the operational units of the Departments for Penal Enforcement System of the Ministry of Internal Affairs of the Republic of Kazakhstan, who are taking refresher courses in the Inter-Agency Drug Enforcement Center (IADEC).
During the event, CARICC briefed on major activities of the Organization, the prospects for the development of the Center at the international level, as well as the outcomes of work in the field of counteracting drug and drug-related crime. All participants of the event were given information leaflets of the major activities of the Center.

Between April 16 and 20, 2018, a seminar on the organization of targeting at transport facilities of the Republic of Kazakhstan was held at CARICC facilities, which was organized by the International Narcotics and Law Enforcement Section of the U.S. Embassy in the Republic of Kazakhstan (INL) and OSCE Programmes Office in Astana.
This seminar is organized within the framework of international cooperation in the field of counteracting transnational crime for the officers of the Central Department of Internal Affairs at Transport and Line Units of Internal Affairs Agencies for Drug Enforcement, as well as departmental educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan.
Representatives of Karaganda Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan, experts from CARICC and the Association of Psychologists of Kazakhstan took part in the seminar as trainers.
During the one-week seminar, participants were provided with information on the basic concepts of risk management, targeting methods, tactical methods when conducting a passenger survey, techniques for detecting potential criminals in passenger traffic. The new knowledge gained by the participants during this seminar was fixed during practical training at one of the transport facilities in Almaty.

On the 13th of April, at the invitation of the leadership of the National Economy University in Almaty, CARICC’s officer participated in a Round Table on “Ways to Counteract the Security Challenges in Central Asia”. The round table was organized by the University as part of training and educational work to educate young people in this field and in accordance with the policy of the United Nations Member States to combat illicit drug trafficking.
This event was attended by representatives of the Almaty city branch of the National Bank of the Republic of Kazakhstan (RoK NB ACB), an academic teaching staff and students of the Master’s Program of the National Economy University of the Republic of Kazakhstan.
During the round table, CARICC’s representative made a presentation on CARICC capacities in the fight against drug trafficking in Central Asia, where he noted the initiatives of the Regional Center, in particular, the launch of CARICC Regional Programme on System-Wide Struggle against Organized Drug Trafficking through Weakening of its Financial Resources and the Regional Operation “REFLEX”.
Presentation delivered by CARICC, as well as the answers to the questions during discussions, aroused great interest amongst the round table participants. Representatives of the University expressed their intention to further strengthen cooperation with CARICC and to involve the Center’s staff in training and educational work on youth education.

On the 11th of April 2018, at the request of the Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan, officers of the Territorial Drug Enforcement Units of the Ministry of Internal Affairs of the Republic of Kazakhstan visited CARICC.
As part of the above-mentioned event, CARICC’s analysts organized an orientation tour for the officers of the Territorial Drug Enforcement Units of the Ministry of Internal Affairs of the Republic of Kazakhstan, who are taking advanced training courses at the Inter-Agency Training Center for Combating Drug Trafficking (ITCCDT).
During this event, CARICC briefed on the major activities of the Organization, prospects for the development of the Center at the international level, as well as the results of work in the field of counteracting drug and drug-related crime. Information provided and answers to the visitors’ questions by CARICC analysts aroused great interest amongst the officers of the Territorial Drug Enforcement Units of the Ministry of Internal Affairs of the Republic of Kazakhstan.

As part of the initiative of the UNODC Regional Programme for Central Asia “Border Liaison Offices” (BLOs), starting from April 02, 2018, CARICC experts deliver a two-week training course for officers of the analytical units of the competent authorities of the Republic of Uzbekistan in the use of software products i2 in practical work.
This training course is designed to improve the information and analytical systems of the competent authorities of the Republic of Uzbekistan through the management of databases at BLOs.
The training takes place at the facilities of the advanced training faculty of the Higher Military Customs Institute of the State Customs Committee of the Republic of Uzbekistan. This training is attended by sixteen officers of competent authorities representing the National Information and Analytical Center for Drug Control under the Cabinet of Ministers of the Republic of Uzbekistan, the State Customs Committee, the State Border Protection Committee of NSC and the Ministry of Internal Affairs.
Component for the Establishment of Border Liaison Offices of Subprogramme 1 of the UNODC Regional Programme for Central Asia was established in 2009 with the support of the Government of Norway, the Government of Japan, the Japanese International Cooperation Agency (JICA), and the International Narcotics and Law Enforcement Section (INL).

On April 06, 2018, a Regional Expert Workshop was held in CARICC (Almaty, Republic of Kazakhstan), where the CARICC Regional Programme for the System-Wide Fight Against Organized Drug-Related Crime by Weakening its Financial Resources was launched.
The above-mentioned workhop was attended by representatives of national coordinating authorities (NCAs) and financial intelligence units (FIUs) of CARICC member states, experts from the Eurasian Group for Countering Money Laundering and Financing of Terrorism (EAG), the European Union (Lithuania and Poland), as well as CARICC leadership and staff.
As part of this event, the current situation in the CARICC member states, practices in combating money laundering, topical issues of interaction amongst NCAs and FIUs, as well as the needs of CARICC member states in this area were discussed.
Following the results of this workshop, participants recommended relevant priority directions to implement Component 1 of the CARICC Regional Programme for the system-wide fight against organized drug-related crime through the weakening of its financial resources.
