The first stage of training course on practical use of the specialized software “i2” for staff of analytical departments of competent authorities of the Republic of Uzbekistan was conducted by members of the Information and Analytical Division of CARICC in premises of the Faculty of Advanced Training of the Higher Customs Institute of the State Customs Committee of the Republic of Uzbekistan (Tashkent) from 17 to 21 June 2019.
This event was organized within Component Initiative “Countering Trafficking of Afghan Opiates via the Northern Route by enhancing Capacity of Key Border Crossings Points and through the establishment of Border Liaison Offices” of the UNODC Programme for Central Asia.
Participants assessed the training as fully corresponded to functional duties of trainees and proved to be very constructive and useful in daily service and combat activities of the staff of the above mentioned departments.
The way of presentation of training material by participants of the training is recognized as interesting and easy to use; the way of learning material by solving practical problems directly with the use of specialized software is also noted.
In addition, participants underlined high level of training of trainers and organization of the event.

Director of CARICC G.Pustovitov took part in the annual anti-drug conference held under the auspices of the OSCE on 4 June 2019 in Vienna.
Experts from 160 OSCE participating States, OSCE Partners for co-operation, OSCE executive bodies, international organizations and civil society participated in the conference on “Evolving Threat of Synthetic Drugs: from Addiction to Rehabilitation and Reintegration”.
The problem of combating trafficking in synthetic drugs, including new psychoactive substances (NPS) was discussed, and the current situation with regard to trafficking in synthetic drugs, their availability, including recent trends and threats faced by the international community was reviewed in large by the participants.
During the event G. Pustovitov in his speech unveiled potential and work being done jointly with CARICC Member States in countering trafficking in NPS through the regional operation “REFLEX”.
Conference participants recognized the importance of the problem of proliferation of NPS and acknowledged the need to harmonize regulations in substances control as well as the need to enhance international cooperation in this area.

CARICC delegation led by director G.Pustovitov took part in the 30th Plenary Meeting of the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG) held on May 27-31, 2019 in Moscow
The event was attended by delegations of EAG member states: Belarus, China, India, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan, and representatives of EAG observer states and observer organizations: Armenia, France, Iran, Italy, Mongolia, Poland, Serbia, Turkey, Financial Action Task Force (FATF), Egmont Group, ATC CIS, UNSC 1267 Committee Analytical Support and Sanctions Monitoring Team, Eurasian Economic Commission (EEC), Eurasian Development Bank (EDB), European Bank for Reconstruction and Development (EBRD).
During EAG observers’ speech on their initiatives in 2018-2019, G.Pustovitov outlined joint efforts with CARICC member states in implementing the Regional Programme “DISRUPTION”.
Working meetings with heads of financial intelligence units of a number of CARICC member states and representatives of international organizations participating in the event were held on the sidelines of the Plenary meeting.

Mr. G.Pustovitov, director of the Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors, participated in the Plenary Meeting of the High-level Conference on “International and Regional Cooperation on Countering Terrorism and its Financing through Illicit Drug Trafficking and Organized Crime” on 17 May 2019 in Dushanbe.
The President of the Republic of Tajikistan, Mr. Emomali Rahmon, delivered a welcoming speech to the participants of the high-level event. In his speech, Mr. Rahmon wished success in the work of the conference and stressed that today the entire world community faces global threats to security and it is necessary to make efforts to find new ways to address them.
The session focused on effective responses to transnational organized crime, drug and firearms trafficking, cybercrime and human trafficking.
It was noted that countering contemporary threats to security could only produce real results if joint coordinated actions and systematic measures were taken.
A decision was taken to further strengthen international and regional cooperation, as well as to combine efforts within the framework of anti-terrorist and anti-drug coalitions. In this area, fruitful cooperation has already been established with the United Nations, the Collective Security Treaty Organization, the Organization for Security and Co-operation in Europe, the Shanghai Cooperation Organization Anti-Terrorism Structure, the Anti-Terrorism Centre of the Commonwealth of Independent States and individual States.

A meeting of Expert Working Group on Reviewing Draft Agreement on CARICC Member States’ Secret Information Exchange and Protection was hosted by the Central Asian Regional Information Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors on April 14, 2019.
The meeting was attended by representatives of the Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, CARICC and the United Nations Office on Drugs and Crime Programme Office in Almaty.
Consolidated draft agreement was developed as a result of the meeting and was transmitted to the CARICC member states for approval.

Delegation of CARICC headed by G.Pustovitov, CARICC director, was invited by the RATS Executive Committee to have a meeting with J.Giyosov, Director of the RATS SCO Executive Committee, in Tashkent on May 3, 2019.
During the meeting parties discussed state of cooperation and outlined long-term plans for further interaction of the organizations.

Director G.Pustovitov, heading CARICC delegation, took part in the 11th review meeting of the Memorandum of Understanding (MoU) on Sub-Regional Drug Control Cooperation in Tashkent on May 2-3, 2019.
Mrs. Ashita Mittal, UNODC Regional Representative in Central Asia, and Mr. Jeremy Milsom, Senior Coordinator of the UNODC Regional Programme for Afghanistan and Neighboring Countries, addressed experts meeting with presentation on “Drug situation dynamics: key threats in the region” on May 2, 2019. Further, parties exchanged views during round-table on issues of “Preventing drug trafficking through the region’s transport corridors and promoting cross-border cooperation”, “Regional cooperation within CARICC and further steps to strengthen its sustainability and expansion”, “Illicit drug trafficking on the Internet - cybersecurity. Experience of participating States in combating drug trafficking on the Internet”, “Combating new psychoactive substances”, “Preventing money laundering and countering financing of terrorism using illicit financial flows derived from illicit drug trafficking”, “Expanding access to drug prevention, drug treatment, rehabilitation of drug addicts and HIV services, and access to controlled substances for medical and scientific purposes”, “Coordination of efforts at the country level using existing assistance mechanisms, new opportunities for resource mobilization”.
Director of CARICC delivered a presentation during a round table on May 2, 2019 on “Regional cooperation within CARICC and further steps to strengthen its sustainability and expansion.” Following the meeting, the MoU parties adopted Declaration on Strengthening Cooperation in Combating Drug and Precursors Trafficking, Prevention of Abuse of Drugs and Psychotropic Substances.

CARICC hosted a regional training on "Use of Advanced Passenger Information Acquisition (API) and Passenger Check-in Records (PNR) and Biometric Data to Increase Border Security and Counter Foreign Terrorist Fighters" from 16th to 18th April this year.
The training was organized by UNODC as part of a project aimed at assisting in strengthening the capacity of States to implement UN Security Council Resolution 2396 (2017) and strengthening cooperation against cross-border and international terrorism in Central Asia, South Asia and North Africa.
The training brought together more than 50 participants, including 32 representatives of the competent authorities of the Central Asian countries, as well as 10 international experts, who discussed the challenges associated with the cross-border movement of foreign terrorist fighters, as well as strategies and measures that can be developed by states to strengthen border security and management.
The training included expert presentations and practical activities, case studies on the use of databases, watch lists and an interactive session on the identification of foreign terrorist-fighters.
Participants expressed interest in the implementation of API/PNR systems, the use of national, regional and international databases, the enhancement of cross-border cooperation and the exchange of data and information, as well as continued cooperation with UNODC to prevent transnational organized crime and terrorism.
