Mr. A. Yazliyev, CARICC Director, attended the first meeting of Secretaries of Security Councils of Central Asia countries and the Russian Federation in Almaty on 23 June 2023.

The event addressed concrete areas of cooperation in light of current international situation and national interests of the countries in the region.

CARICC Director delivered a presentation on tasks and achievements of the Centre he heads. He briefed that over the period of its functioning, CARICC coordinated a number of counternarcotics operations, including international controlled deliveries. Leaders and active members of criminal rings were arrested and significant amounts of drugs and precursors were seized. 

Director of the Centre invited parties to enhance cooperation in information exchange and to expand collaboration between stakeholders to secure CARICC financial sustainability.

Upon invitation of the International Center for Drug Policy Studies at Shanghai University, CARICC delegation headed by Director Mr. A. Yazliyev took part in the Third International Forum on Drug Policy on 6-8 June 2023 in Shanghai.

About 200 leaders and experts from UNODC, INCB, CARICC, SCO RATS EC, China Association of Drug Abuse Prevention and Treatment, Asian Association for Substance Abuse Research, South Asian Drugs and Addictions Research Council of India and other institutions attended the event.

CARICC Director Mr. Atageldi Yazliyev delivered welcoming remarks and noted that the forum serves as a platform for joint cooperation in countering illicit drug trafficking. CARICC, as an international organization established under the auspices of the United Nations, will facilitate exchange of experience and information in tackling transnational drug trafficking.

On 8 June 2023, the Mazhilis of the Parliament of the Republic of Kazakhstan hosted a round table on problematic issues of combating illicit trafficking of narcotic drugs, psychotropic substances and their precursors, organized by the Committee on Legislation and Judicial and Legal Reform.

The meeting was carried out as part of the deputies' work on amendments under the same title. The round table, in addition to deputies, was attended by representatives of ministries, other government and law enforcement agencies, non-governmental sector, academics and experts.

 Mr. Barzu Avazzoda, CARICC analyst, participated in the event as invited expert and delivered a presentation on current situation in Afghanistan and its impact on drug situation in Central Asia.

The 38th Plenary Meeting of the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG) and working group meetings were held in Almaty (Republic of Kazakhstan) between 4 and 9 June 2023 in a hybrid format with participation of representatives of EAG member states and observers, FATF member states and Secretariat, and FATF-style regional bodies.

On 5 June 2023, Mr. Sh. Komilzoda, representative of the Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC) attended the meeting of the Working Group on Typologies and Countering the Financing of Terrorism and Crime (WGTYP) organized via video conference during the 38th EAG Plenary Meeting.

The meeting endorsed a report and executive summary of the mutual evaluation of Turkmenistan and Kazakhstan in the second round of EAG mutual evaluations.      

Plenary meeting acknowledged the 4th report on the progress of the Republic of Tajikistan without reviewing the technical compliance ratings under the 2nd round of EAG mutual evaluations and noted the country's progress in improving the AML/CFT system.

Plenary meeting also took note of the 1st report on the progress of the Republic of Uzbekistan with technical compliance ratings revision under the 2nd round of EAG mutual evaluations and marked the country's progress in improving AML/CFT system.

Plenary meeting adopted EAG Budget for 2024, EAG Annual Report for 2022, EAG Work Plan for the second half of 2023 and 2024.

The 39th EAG Plenary Meeting will be hosted by the People's Republic of China in November 2023.

Department for Leading Police Personnel Training (Faculty No. 1) of the Almaty Academy of the Ministry of Internal Affairs visited CARICC on 8 June 2023. Faculty members of the mentioned academy also joined the event.

Participants were briefed on CARICC core areas of expertise and perspectives for its development, its analytical products, current drug situation in Member States, and updated on ongoing developments in Afghanistan.

Participants had a constructive exchange of views and experiences in countering illicit drug trafficking.

Summarizing this visit, CARICC information and analytical resources were handed out to attendees for use in professional training for internal affairs officers.

Annual plenary meeting of the Judicial Cooperation Network for Central Asia and Southern Caucasus (CASC) was held on 30-31 May 2023 in Bishkek under the auspices of the Prosecutor General's Office of the Kyrgyz Republic with the support of the United Nations Office on Drugs and Crime Regional Office for Central Asia.

Plenary meeting brought together representatives of General Prosecutor's Offices, competent authorities of Central Asia and South Caucasus and international experts. CARICC was also invited to this event with the aim of exchanging experience and enhancing cooperation.

The two-day meeting addressed various relevant topics related to strengthening international cooperation in countering transnational organized crime under the framework of adopted UN multilateral conventions.

CARICC representative made a presentation on CARICC's efforts and achievements in various areas.

Mr. A. Yazliyev, CARICC Director, had a meeting with Mr. R. Mirzayev, Director of the Executive Committee of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization, and other representatives of the Executive Committee in Tashkent on 1 June 2023.

The meeting also featured a simultaneous session of the Joint Working Group to examine topical issues of the nexus between terrorism and illicit drug trafficking, including the financing of terrorism using funds derived from drug trade.

Parties indicated that CARICC platform enables the study of best practices in countering the laundering of drug proceeds, some of which also goes to support terrorism.

The event concluded with an agreement to further mutual information exchange, including data on trends in drug situation, and identification of linkages between drug trafficking, transnational organized crime and terrorism.
