CARICC was visited by officers of the Territorial Drug Enforcement Units of the Ministry of Internal Affairs of the Republic of Kazakhstan

On the 11th of April 2018, at the request of the Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan, officers of the Territorial Drug Enforcement Units of the Ministry of Internal Affairs of the Republic of Kazakhstan visited CARICC.
As part of the above-mentioned event, CARICC’s analysts organized an orientation tour for the officers of the Territorial Drug Enforcement Units of the Ministry of Internal Affairs of the Republic of Kazakhstan, who are taking advanced training courses at the Inter-Agency Training Center for Combating Drug Trafficking (ITCCDT).
During this event, CARICC briefed on the major activities of the Organization, prospects for the development of the Center at the international level, as well as the results of work in the field of counteracting drug and drug-related crime. Information provided and answers to the visitors’ questions by CARICC analysts aroused great interest amongst the officers of the Territorial Drug Enforcement Units of the Ministry of Internal Affairs of the Republic of Kazakhstan.

CARICC experts deliver training courses in the use of software products i2 for analytical units of the competent authorities of Uzbekistan

As part of the initiative of the UNODC Regional Programme for Central Asia “Border Liaison Offices” (BLOs), starting from April 02, 2018, CARICC experts deliver a two-week training course for officers of the analytical units of the competent authorities of the Republic of Uzbekistan in the use of software products i2 in practical work.
This training course is designed to improve the information and analytical systems of the competent authorities of the Republic of Uzbekistan through the management of databases at BLOs.
The training takes place at the facilities of the advanced training faculty of the Higher Military Customs Institute of the State Customs Committee of the Republic of Uzbekistan. This training is attended by sixteen officers of competent authorities representing the National Information and Analytical Center for Drug Control under the Cabinet of Ministers of the Republic of Uzbekistan, the State Customs Committee, the State Border Protection Committee of NSC and the Ministry of Internal Affairs.
Component for the Establishment of Border Liaison Offices of Subprogramme 1 of the UNODC Regional Programme for Central Asia was established in 2009 with the support of the Government of Norway, the Government of Japan, the Japanese International Cooperation Agency (JICA), and the International Narcotics and Law Enforcement Section (INL).

Concerning the launch of the CARICC Regional Programme for the System-Wide Fight Against Organized Drug-Related Crime by Weakening its Financial Resources

On April 06, 2018, a Regional Expert Workshop was held in CARICC (Almaty, Republic of Kazakhstan), where the CARICC Regional Programme for the System-Wide Fight Against Organized Drug-Related Crime by Weakening its Financial Resources was launched.
The above-mentioned workhop was attended by representatives of national coordinating authorities (NCAs) and financial intelligence units (FIUs) of CARICC member states, experts from the Eurasian Group for Countering Money Laundering and Financing of Terrorism (EAG), the European Union (Lithuania and Poland), as well as CARICC leadership and staff.
As part of this event, the current situation in the CARICC member states, practices in combating money laundering, topical issues of interaction amongst NCAs and FIUs, as well as the needs of CARICC member states in this area were discussed.
Following the results of this workshop, participants recommended relevant priority directions to implement Component 1 of the CARICC Regional Programme for the system-wide fight against organized drug-related crime through the weakening of its financial resources.

A regional workshop to tackle illicit financial flows related to transnational organized crime has been completed at CARICC

During the period from 03 to 05 April, CARICC hosted a Regional Workshop to tackle illicit financial flows related to transnational organized crime.
A three-day workshop was organized jointly with the United Nations Office on Drugs and Crime (UNODC), at the initiative of CARICC, under the Subprogramme 2, “International/Regional Cooperation on Legal Matters” of the Regional Programme for Afghanistan and Neighboring Countries.
The event was attended by representatives of the prosecutor’s office, Ministries of Interior, finance services, financial intelligence units of Afghanistan, Iran, Kazakhstan, Kyrgyzstan, Lithuania, Pakistan, Poland, Tajikistan, Turkmenistan, and Uzbekistan, as well as international organizations, such as UNODC, European Union Action Against Drugs and Organized Crime (EU-ACT), and the Eurasian Group for Combating Money Laundering and the Financing of Terrorism (EAG).
Experts from CARICC shared their initiatives in the field of counteracting drug trafficking and new approaches to undermining the economic foundations of the drug-related business.
During three days, participants to the event discussed the current legislation of participating countries to the workshop in the field of financial investigations, asset recovery that were illegally transferred abroad, as well as certain issues and solutions in this area within the framework of international cooperation.

Participation of CARICC in the training seminar in organizing targeting at the border crossing points

During the period from March 26 to March 28, 2018, village Qarasu, Zhambyl region of the Republic of Kazakhstan, hosted a training seminar in organizing targeting at border crossing points, which was attended by an officer of CARICC as an expert, at the invitation of the International Narcotics and Law Enforcement Section (INL) of the U.S. Embassy in the Republic of Kazakhstan, OSCE Programmes Office in Astana, and the UNODC Programme for Central Asia.
The training seminar was organized for border control bodies’ officers of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan and the State Border Service of the Kyrgyz Republic, as part of the joint initiative of INL, OSCE and the component “Counteracting Opiate Trafficking from Afghanistan through the Northern Route by Strengthening Capacities of Major Checkpoints (CHPs) and Establishment of Border Liaison Offices (BLOs), under the UNODC Programme for Central Asia.
The event made it possible to improve the theoretical knowledge and practical skills with officers of the border control bodies in organizing and targeting of suspicious persons and goods crossing the state border at international automobile, railway and aviation checkpoints in order to counteract various types of threats to national security (drug trafficking, violent extremism, international terrorism).
Thus, CARICC jointly with INL, OSCE and UNODC, as part of interaction, contributes to improving the effectiveness of work of the competent authorities of member states in the fight against transnational organized crime.

Training in Enhancing Capacities While Conducting Surveys was completed in CARICC

From 26 to 29 March 2018, representatives of Afghan Opiates Trade Project of Vienna, Bishkek and Tashkent Offices of the United Nations Office on Drugs and Crime organized a training course in enhancing capacities in the field of conducting surveys at CARICC facilities.
Instructors of the training course were the managers of this Project, specialists in the field of conducting surveys, communications, databases, as well as a lecturer from Webster University in Vienna.
The seminar was attended by officers of the Afghan Customs Service, Border Guard Services of Kazakhstan, Kyrgyzstan, Tajikistan, representatives of the Scientific Research and Analytical Center under the Cabinet of Ministers of Uzbekistan, and a number of analysts from the Information and Analytical Division of CARICC.
Participants achieved mastery of a training course in principles and methods of scientific researches, data array analysis, as well as an introductory course of analytical capabilities of software, such as SPSS, ArcGIS, and ArcMap.

CARICC hosted an interagency meeting on Networking the Networks

Between March 27 and March 28, the UN Office on Drugs and Crime, has organized an interagency meeting on Networking the Networks at CARICC facilities in Almaty.
The event was organized to establish effective networks to tackle transnational organized crime and illicit trafficking of narcotic drugs, psychotropic substances and their precursors.
The meeting was attended by representatives of the competent authorities of CARICC member states, INTERPOL, the World Customs Organization, CSTO, the Gulf Police Cooperation Council (GCC-POL), the Gulf Criminal Information/Intelligence Centre (GCC-CICCD), ASEAN Association of Chiefs of Police (ASEANAPOL), the South Asian Regional Intelligence and Coordination Center on Transnational Organized Crime (SARICC-TOC), Heads and Experts of Headquarters of Regional Offices of the United Nations Office on Drugs and Crime in Vienna, Central Asia and South Asia, as well as the leadership and staff of CARICC.
As part of the meeting, CARICC experts presented a report on the role of regional cooperation organization in facilitating the exchange of intelligence and coordination of multilateral counter-narcotics operations.
Participants of the event from the above-mentioned international organizations presented information on the latest developments in the framework of the Networking the Networks Initiative.
Representatives of the UN Office on Drugs and Crime presented long-term prospect plans to assist in regional cooperation aimed at interdicting financial flows and using international aspects of cooperation.
Along with this, practical results of activity of regional law enforcement organizations to counteract new challenges and threats were reviewed.
Following the event, Mr. G. B. Pustovitov, Police Colonel, Director of CARICC, suggested that the recommendations of CARICC be considered for establishing practical interaction among international and regional focal points and related organizations.

Condolences to the families and friends who died in the fire in Kemerovo, Russian Federation

The leadership and staff of the Central Asian Regional Information and Coordination Center for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC) are deeply mourning over the tragedy that caused the death of 64 people as a result of a fire in Kemerovo on March 25, 2018. Today the leadership of CARICC expressed its condolences by reflecting them in the grief book in the Consulate of the Russian Federation in Almaty.

Concerning a visit of Director of CARICC to Azerbaijan

In order to hold bilateral meetings with the leadership of the competent authorities of the Azerbaijan Republic, G.B. Pustovitov, Director of CARICC, maid a visit to Baku, on 19-20 February 2018.
During a working trip, G.B. Pustovitov participated in meetings with Vilayat Suleyman oglu Eyvazov, Police Lieutenant-General. First Deputy Minister of Internal Affairs of the Republic of Azerbaijan, and Azi Arifoglu Aslanov, Police Major-General, Chief of the Main Directorate for Drug Enforcement.
Director of CARICC also met with Shahin Soltanoglu Bagirov, Lieutenant-General, Deputy Head of the State Customs Committee, Ismail Mammadalioglu Bagirov, Major-General, Deputy Head of the State Security Service, and Asif Mikailloglu Dzhabrailov, Lieutenant-General, Deputy Chief of the State Border Service.
The Azerbaijani party briefed on current situation with illicit drug trafficking in the country, and presented results of measures taken by the competent authorities in the sphere of counteracting drug trafficking.
The parties outlined an interest in further strengthening of cooperation.

Concerning a visit of Director of CARICC to Tajikistan

During the period from 14 to 15 February 2018, G.B. Pustovitov, Director of CARICC, during his visit to Dushanbe hold a series of bilateral meetings with the leadership of the competent authorities of the Republic of Tajikistan.
During the visit, the host party organized meetings to discuss further cooperation with Samad Zafar, DCA Colonel, First Deputy Director of the Drug Control Agency under the President of the Republic of Tajikistan, Umarzoda Ikrom, Militia Major-General, Deputy Minister of Internal Affairs, Nusratullo Mirzoyev, Deputy Chairperson of the State National Security Committee, as well as with Tursunzoda Azim, First Deputy Head of the Customs Service under the Government of the Republic of Tajikistan.
G.B. Pustovitov, Director of CARICC, also familiarized with the activities of the Information and Analytical Department, DCA’s Forensic Laboratory, and visited the “Nizhniy Pyanj” checkpoint, in the Khatlon region of Tajikistan, located at the border with the Islamic Republic of Afghanistan.
