CARICC takes part in RATS SCO Conference on Combating Terrorism and Cooperation without Borders

Mr Grigory Pustovitov visited Tashkent between 31 October and 1 November 2018, in his capacity as Director of the Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors, to participate in the Sixth Scientific and Practical Conference of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization (RATS SCO) on the theme of “Combating Terrorism – Cooperation without Borders”.
The Conference exchanged views on the current state, dynamics and trends in countering international terrorism and extremism at the global and regional levels, noted the emergence of new challenges and threats associated with exacerbation of the security situation in several regions of the world, primarily Middle East and Afghanistan. The parties also exchanged experience on countering the use of the Internet for terrorist and extremist purposes, and underscored the need to improve international cooperation to prevent the spread of the terrorism and extremism ideology.
The Conference also called to enhance cooperation in the interests of timely exchange of information, the search for terrorists, the strengthening of border controls, the training of personnel for anti-terrorist units, the conduct of anti-terrorism exercises and further improvement of the international legal framework for anti-terrorism cooperation.
Representatives of competent bodies of SCO Member States – the Republic of India, the Republic of Kazakhstan, the People’s Republic of China, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan; observers and dialogue partners, as well as the Secretariat of the SCO attended the Conference. The UN entities present, such as the UN Office of Counter Terrorism, Executive Directorate of the UN Security Council Counter-Terrorism Committee, the UN Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al-Qaida, and associated individuals, groups, undertakings and entities, the UN Security Council Committee pursuant to resolution 1988 (2011), the UN Office on Drugs and Crime and the UN Regional Centre for Preventive Diplomacy for Central Asia also contributed substantially to the event. Regional structures participated actively; and among key participants there were the Organization for Security and Co-operation in Europe and the Eurasian Group on Combating Money Laundering and Financing of Terrorism. Other key organizations that added to deliberations were INTERPOL, the Secretariat of the Conference on Interaction and Confidence-Building Measures in Asia, the Secretariat of the Collective Security Treaty Organization, the Commonwealth of Independent States’ Anti-Terrorism Center and the Coordination Service of the Council of Commanders of the Border Troops of the CIS, along with the International Committee of the Red Cross and the Institute for Strategic and Regional Studies under the President of the Republic of Uzbekistan.

Regional workshop on “New Psychoactive Substances: Legal and Practical Challenges” concluded in CARICC

A regional workshop on the problems of the spread of new psychoactive substances was organized by the Central Asia Drug Action Programme (CADAP) and the EU Action against Drugs and Organized Crime, projects funded by the European Union, in the period from October 24 to 26, 2018 in CARICC.
Attending the event were representatives of the Ministries of Internal Affairs, Ministries of Health, Forensic Examination Centers and other interested state structures of Belgium, Hungary, the Republic of Kazakhstan, the Kyrgyz Republic, Poland, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, the Czech Republic, and Estonia. The seminar was also attended by leaders and experts from international organizations, such as the Organization for Security and Co-operation in Europe (OSCE), the European Monitoring Center for Drugs and Drug Addiction (EMCDDA), the European Union’s Judicial Cooperation Unit (Eurojust), United Nations Office on Drugs and Crime, CADAP, EU-ACT, and CARICC.
Threats posed by new psychoactive substances for the States of Central Asia, as well as the response of European structures to this phenomenon were considered at this workshop.
During three days of the workshop, the participants discussed a number of problems related to synthetic drugs, precursors and NPS, current trends, types of substances distributed, tactics used in their production and smuggling, sales, as well as the risks and consequences of their use.
Also, during work sessions representatives of the EMCDDA and Eurojust presented solutions for collecting information, monitoring prevalence trends. The participants discussed measures taken by law enforcement agencies: from detainment by customs officers, detection of substances and identification of their properties by patrol officers to investigation methods and sale of NPS via the Internet.
Towards the closure of the event, the participants endorsed relevant recommendations.

CARICC participation in International Scientific-Practical Conference

The International Scientific-Practical Conference entitled “Streamlining information interaction, developing new approaches in implementing a coordinated border policy in the area of ensuring security and protecting the external borders of the CIS Member States taking into account contemporary challenges and threats” was held on October 25, 2018, in Moscow, the Russian Federation.
Representatives of border agencies of the Republic of Belarus, the Republic of Armenia, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan and the CIS bodies, as well as of international organizations like CSTO, SCO, CARICC took part in the event.
G. Pustovitov attended it on behalf of the Centre.
The conference participants reviewed a number of issues related to the formation of scientific and methodological approaches to improve information interaction between border agencies and competent intergovernmental bodies in the interests of ensuring border security. The main attention was paid to the exchange of experience on the organization of information resources, data processing and analysis, threats assessment and identification of sources at external borders and border areas.
The event resulted in an adopted resolution aimed at the development of interagency information interaction in the interests of ensuring the border security of the CIS Member States.

Participation of CARICC in training seminar on organization of profiling at checkpoints across state border

Border Service of National Security Committee of the Republic of Kazakhstan hosted a training seminar for military personnel on organization of profiling at checkpoints in order to counter transnational crime between 15 and 19 October, 2018 in Zharkent, Almaty region.
The event was organized by the International Narcotics and Law Enforcement (INL) Office of the US Embassy in the Republic of Kazakhstan, the OSCE Programme Office in Astana and the Border Service.
Teachers of the Border Service Academy of National Security Committee of the Republic of Kazakhstan and a representative of the Information and Analytical Division of CARICC took part in this seminar as instructors.
During the 5-day seminar, participants were provided with information on basic concepts of risk management, profiling methods, tactical techniques in conducting a survey of passengers, methods for detecting potential criminals in passenger traffic, as well as basic skills for swift data analysis and preparation of analytical information on the risk profile of potentially dangerous objects in a particular direction.
New knowledge gained at the workshop was consolidated during practical exercises at one of the checkpoints of the Almaty region of the Republic of Kazakhstan.
In the context of rendering assistance in raising qualifications of personnel of competent authorities of CARICC Member States, the Centre staff served as trainers in five training workshops on organization of profiling since the beginning of this year, where over 100 employees of competent agencies of Kazakhstan, Kyrgyzstan and Uzbekistan have been coached.

Participation of CARICC at the seminar dedicated to the 26th anniversary of the Conference on Interaction and Confidence Building Measures in Asia

G. Pustovitov, Director of CARICC, participated at the international seminar dedicated to the 26th anniversary of the Conference on Interaction and Confidence Building Measures in Asia (CICA) on October 18th, 2018 in Astana.
The event was hosted by the Ministry of Defense of the Republic of Kazakhstan with a view to implement instructions of the President of the Republic of Kazakhstan N. Nazarbayev on commencing practical work to develop and strengthen cooperation in the military and political dimension of CICA in the National University of Defense named after the First President of the Republic of Kazakhstan.
Discussions of confidence-building measures implementation in the military and political dimension of the CICA, strengthening mutual cooperation to ensure peace, stability and security in Asia were the main objectives of the seminar.
The event was attended by the leadership of the Ministry of Defense and the Ministry of Foreign Affairs of the Republic of Kazakhstan, the Extraordinary and Plenipotentiary Ambassadors of Qatar, Palestine, representatives of military departments of more than 20 Member States and observer countries of CICA, the CICA Secretariat, military attaches on defense issues accredited in Kazakhstan, as well as international organizations such as OSCE Programme Office in Astana, the SCO RATS, and CARICC.

CARICC hosted a working meeting with liaison officers of observer States and plenipotentiary representatives of CARICC Member States

A regular annual working meeting with liaison officers of observer states and plenipotentiary representatives of CARICC member states was held in CARICC on October 12, 2018.
The event was attended by liaison officers from Afghanistan, Great Britain, Germany, Italy, Canada, Mongolia, USA, Turkey, representatives of the INTERPOL General Secretariat, SELEC Center, the UN Office on Drugs and Crime, plenipotentiary representatives of CARICC member states, as well as CARICC’s leadership and staff.
During the meeting, parties discussed issues of enhancing the exchange of information and analytical data in the field of combating illicit drug trafficking.
Liaison officers of CARICC observer states shared their experience in creation and operation of electronic databases for processing the results of chemical examinations of amphetamine-type stimulants and new psychoactive substances. Issues in countering cybercrime were also discussed by participants.
CARICC presented its Virtual Hub on activities for the exchange of information on planned activities in the region in order to consolidate efforts and minimize financial expenses, as well as electronic database on concealment methods of narcotic drugs and psychotropic substances identified by competent law enforcement authorities.
After the meeting, an agreement was reached with liaison officers of observer states to enhance cooperation in the area of countering transnational drug related crime.

A working meeting with the Director General of the Southeast European Law Enforcement Center (SELEC) took place in CARICC

On October 11, 2018, a working meeting with the Director General of SELEC Snejana Maleeva was held at CARICC.
During the meeting, the parties exchanged views on the prospects of development of bilateral relations. Special attention was paid to the issue of signing an Agreement on Cooperation between CARICC and SELEC.
Further, the Director General of SELEC was presented a number of information and analytical materials prepared by CARICC.

CARICC participation in a joint seminar of EAG/ATC CIS/INTERPOL

From 2 to 4 of October, 2018 in Almaty, staff of the Information and Analytical Division of CARICC took part in a joint EAG/ATC CIS/INTERPOL seminar organized with the assistance of the International Training and Methodology Centre for Financial Monitoring (ITMCFM).
The event aimed to strengthen the interaction between financial intelligence units and law enforcement agencies in the area of countering financing of terrorism.
During the workshop, participants were familiarized with analytical methods of obtaining information from open sources (Internet intelligence), using INTERPOL databases in identifying, suppressing and investigating cases related to financing of terrorism and other methods of identifying and preventing financing of terrorism.

CARICC staff conducted a training course on practical application of specialized software “i2 iBase” and “i2 Analyst Notebook”

In the period from September 24 to September 28, 2018, at the initiative of law enforcement agencies of the Republic of Kazakhstan, staff of the Information and Analytical Division of CARICC conducted the first stage of training for employees of the National Bureau of Anti-Corruption of the Agency for Civil Service Affairs of the Republic of Kazakhstan to acquire skills and practical application of specialized softwares “i2 iBase” and “i2 Analyst Notebook”.
The training course was organized at the Academy of Public Administration under the President of the Republic of Kazakhstan with the support of the US Embassy in the Republic of Kazakhstan.
During the training, CARICC staff provided information on data collation in the MS Excel spreadsheet editor and tools for processing and inputting data to database and preparing data matrices. Knowledge on the use of individual functions of specialized software “i2”, in particular, applications “iBase Designer” to create database objects and object connections, “iBase User” to input information objects into the database were also presented.
The main focus of the training was on the analysis of telephone conversations. In this area, trainings on “subscriber-subscriber”, “subscriber-base station” and “subscriber-IMEI code” connections were conducted.
At the end of theoretical lectures, representatives of CARICC conducted practical exercises with target group.

A training course for Border Police and Counter Narcotics Police officers of Afghanistan has completed at CARICC

Between 1st and 5th of October 2018, a training course was held at CARICC for officers of the Border Police and Counter Narcotics Police of Afghanistan. The training was organized by the United Nations Office on Drugs and Crime Programme Office in Almaty.
High-level specialists from Bulgaria and Italy, who have experience in specialized units operating in Malpensa and Sofia airports, were invited as instructors.
The purpose of the training was to provide knowledge about methods used to combat drug smuggling and related crimes, mainly taking into account situation at airports. During the course, participants discussed a wide range of issues relating to countering drug smuggling, as well as new methods and approaches in the fight against drug trafficking used in Europe.
