Uzbekistan, Kazakhstan and CARICC presented an initiative on the digital transformation of combating drug crime

On 27 September 2026, within the framework of the 15th UN Congress on Crime Prevention and Criminal Justice, a side event was held titled “Digital Transformation of International Cooperation in Combating Drug Crime: Artificial Intelligence, Early Warning and Data Analytics,” organized by the Republic of Uzbekistan jointly with the Republic of Kazakhstan and CARICC.

In her welcoming remarks, Deputy Head of the Administration of the President of the Republic of Uzbekistan Nodira Khakimova emphasized the importance of digitalization, modern technologies and international cooperation for improving the effectiveness of crime prevention and countering new transnational threats.

Representatives of Kazakhstan and CARICC examined practical possibilities for using artificial intelligence, big data analysis and digital monitoring in combating illicit drug trafficking. Particular attention was paid to the need to move from a predominantly reactive approach to early detection and forecasting of drug threats.

In this context, CARICC presented an initiative to create a regional drug threat early warning system that would use artificial intelligence technologies.

The proposed system is intended to strengthen the existing mechanism of information exchange between the competent authorities of CARICC member states and to ensure a transition from the exchange of individual pieces of information to joint data analysis, identification of interconnections and the generation of analytical warnings.

Participants noted the practical importance of further developing regional cooperation in the field of digital analytics, artificial intelligence and monitoring of new threats. For CARICC, this area is directly linked to its mandate for information exchange, analytical support and coordination of international cooperation among member states in combating illicit drug trafficking.

Holding the side event within the framework of the 15th UN Congress made it possible to present CARICC’s regional approach to the use of modern technologies to international partners and to discuss further practical steps towards creating an effective system for early warning and forecasting of drug threats.
