On Participation in the Meeting of the SCO Anti-Drug Operation “Web”

On September 18, 2026, in the Issyk-Kul Region of the Kyrgyz Republic, the final meeting of the International Coordination Headquarters for the SCO anti-drug operation “Web” (September 14–18, 2026) concluded. The meeting was attended by delegations of the SCO member states, representatives of the SCO Secretariat, CARICC, the CSTO Secretariat, the EAG, and UNODC. CARICC gave a presentation assessing the drug situation and offering proposals for developing information and analytical interaction within the operation and relevant regional mechanisms.

According to the Ministry of Internal Affairs of the Kyrgyz Republic, about 25,000 personnel were involved in the operation. A total of 3,845 drug crimes were detected, 811 persons were detained, and the activities of 4 clandestine drug laboratories were shut down. More than 5,296 kg of narcotic drugs and psychotropic substances were seized from illicit trafficking, including about 153 kg of heroin, 1,170 kg of opium, more than 2,148 kg of cannabis, about 604 kg of hashish, and over 1,206 kg of synthetic drugs. More than 53,703 kg of precursors were also seized, and 2,004 internet resources were blocked.

In its presentation, CARICC emphasized the Centre’s role as an information and analytical platform, proposed using “Web” to form a sustainable mechanism for data exchange and joint analysis, and suggested considering the coordination format SCO – CIS – CARICC – CSTO – EAG. It noted the importance of the Memorandum of Cooperation between CARICC and the SCO Secretariat dated March 18, 2026. CARICC confirmed its readiness to assist Operation “Web” and the further development of interregional anti-drug cooperation.
