Meeting of CARICC Council of National Coordinators

A regular meeting of the Council of National Coordinators of CARICC Member States was held on 23 September 2026 at CARICC headquarters (Almaty, Republic of Kazakhstan). 

The event was attended by heads and representatives of national coordinating and competent authorities of CARICC participating countries (the Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan) as well as heads of regional offices of the United Nations Office on Drugs and Crime, the OSCE and the International Narcotics and Law Enforcement Affairs Section (INL) at the U.S. Embassy to the Republic of Kazakhstan.

During the meeting participants discussed ways to further develop and strengthen regional cooperation in countering contemporary challenges and threats posed by illicit drug trafficking, improve mechanisms for information exchange and operational coordination and strengthening CARICC capacity. 

Particular attention was paid to monitoring emerging drug threats, including the spread of synthetic drugs and new psychoactive substances, activities of clandestine laboratories, illicit trafficking of precursors and the use of digital technologies and online resources in drug crime.

One of key decisions was approval of Concept for Establishment of a Unified Interstate Early Warning System for Drug Threats Using Artificial Intelligence and Cyberspace Monitoring Technologies. Parties also reached agreement on CARICC budget for 2027 and committed to taking measures to facilitate timely funding of the Centre’s functions.

In addition, the meeting addressed matters related to strengthening material, technical and human resources, expanding international cooperation and possible accession of new states to the Agreement on the Establishment of the Centre. The meeting concluded with adopting a “Roadmap” for further development and improvement of the Centre’s activities through 2027.
