CARICC concluded regional training course on use of IBM i2 analytical software for analysts of competent authorities of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan

In the period from 18 to 22 June 2018, CARICC in cooperation with the UNODC Programme Office in Almaty and the Component on establishment of border liaison offices (BLO) and border cooperation in Central Asia, Subprogramme 1: “Countering transnational organized crime, illicit drug trafficking and preventing terrorism” of the UNODC Programme for Central Asia organized and conducted a regional advanced level training course on information analysis and processing methods using IBM «i2» analytical software.
The training was attended by officers of analytical units of law enforcement agencies of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Specialists of the CARICC Information and Analytical Division shared their expertise as trainers. Practical examples of capabilities of the “i2 iBase” and “i2 Analyst Notebook” softwares which will help to better understand information and analytical activities of staff involved in countering drug trafficking were considered during the training course. More than 50 representatives of competent authorities from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan took part in training on the use of specialized software conducted by CARICC experts in 2018 only.
It is planned to organize several more courses to improve professional level of officers of competent authorities of the Central Asian region in the second half of this year.

Signing of the Protocol of intentions on cooperation between CARICC and the Academy of Law Enforcement under the General Prosecutor's Office of the Republic of Kazakhstan

June 21, 2018 in CARICC held an official meeting of the Center's leadership with representatives of the Academy of Law Enforcement Agencies at the General Prosecutor's Office of the Republic of Kazakhstan, headed by Acting Rector Sh. Shayakhmetov.
Expressing its intention to intensify bilateral cooperation in the field of countering illicit drug trafficking, the Director of CARICC G.Pustovitov and acting Rector of the Academy Sh. Shayakhmetov signed a Protocol of intentions on cooperation in the field of countering illicit drug trafficking.
The signing of this Protocol will allow both Parties to establish both an exchange of experience in anti-drug activities and to identify common points of contact in the field of organizing and conducting joint scientific research, trainings and seminars, as well as the preparation and production of teaching aids and scientific and practical publications.
After signing the Protocol of Intentions for cooperation, a tour of the CARICC office was organized for the representatives of the Academy.

About the visit by the delegation of CARICC Of the Central Directorate for Antidrug Services in Italy

From May 17 to 20, 2018, in the city of Rome (Italy), the delegation of the CARICC led by the Director Colonel of Police Pustovitov G.B. took part in a working meeting with the leadership of the Central Directorate for Antidrug Services (CDAS) at the invitation of the CDAS.
At the initiative of CARICC, a meeting was held with the leadership and experts of the Italian Financial Police (Guards DeFinance).
As a result of the working meetings, the parties expressed interest in further cooperation and implementation of a number of measures in the field of countering transnational drug crime.

CARICC took part in the 17th Session of the Southeast European Law Enforcement Center (SELEC)

May 30, 2018 Deputy Director of the CARICC Lieutenant-General A.Sh. Shayakhmetov took part in the 17th Session of the Southeast European Law Enforcement Center (SELEC) Council in Bucharest, Romania.
During the event, was approved the draft agenda of the 17th meeting of the SELEC Council and were agreed upon the Minutes of the 16th meeting. To participants were presented the annual report for 2017, the annual plan of action and the work plan for 2019 with their further approval by the Council.
The Council also considered issues related to the budget of the SELEC for 2018-2019 and personnel issues, as well as considered the request of Israel to provide with the status of an operational partner on the basis of which the General Director was entrusted with negotiating the signing of an agreement.
At the conclusion of the session, the agenda items for the next meeting of the Council were prepared.

CARICC took part in the 28th Plenary Session of Eurasian group on combating money laundering and financing of terrorism

In the period from May 21 to May 26, 2018 in Nanjing (China), the delegation of the CARICC headed by the Director Colonel of Police Pustovitov G.B. took part in the 28th Plenary Session of the Eurasian Group on Combating Money Laundering and Terrorism Financing (EAG) under the chairmanship of Ms. KhAO Tskhinhua.
The event was attended by delegations of EAG member states: Belarus, India, Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan, as well as representatives of States and observer organizations in the EAG: Armenia, Afghanistan, Iran, Italy, Mongolia, Poland, US, Turkey, Montenegro, France, financial action Task Force on money laundering (FATF), the Asia-Pacific Group on money laundering (APG), the Committee of experts on the evaluation of anti-money laundering and financing of terrorism (M ANIVEL), the " Egmont " Group, the Asian Development Bank (ADB), the CIS Antiterrorist Center (ATC CIS), the World Bank (WB), the Eurasian Economic Commission (EEC), Interpol, the CIS Executive Committee, the International Monetary Fund (IMF), UNODC, CARICC, as well as representatives of the United Nations Counter-Terrorism Unit and the Analytical Support and Sanctions Monitoring Team of the UN Security Council Committee 1267 invited by the EAG Chairman.
Director of the Center Pustovitov G.B. provided information on the CARICC Regional Program on Systemic Combating Organized Drug Trafficking through the weakening of its financial resources. For participants, the CARICC information message on the above-mentioned CARICC Regional Program and the prospects for implementing its individual component in 2018 in Russian and English are also distributed through the EAG Secretariat.
On the plenary week, the CARICC delegation held bilateral meetings with the leadership of the Federal Financial Monitoring Service of the Russian Federation and the Financial Monitoring Committee of the Ministry of Finance of the Republic of Kazakhstan, representatives of the EAG and the UN Office on Drugs and Crime. Agreements were reached in the implementation of a number of practical activities within the framework of the CARICC Regional Program for the Systemic Struggle against Organized Drug Trafficking, through the weakening of its financial resources.

CARICC hosted a working meeting with representatives of BOMCA / CADAP Regional International Organizations

On May 25, 2018, a delegation of representatives of the Central Asian Drug Action Program (CADAP) and the Border Management Program in Central Asia (BOMCA), headed by the leaders and experts of their strategic assessment, visited CARICC with a working visit.
Deputy Director Colonel S.A. Safarov on behalf of CARICC, welcomed the delegation and presented them to the attention of the Center on its main activities, results for 2017, and prospects for the near future.
The meeting participants discussed the drug situation in the Central Asian region, transportation channels and methods of concealing drugs. Information is provided on ongoing trainings on the basis of the Center, as well as on training seminars and practical events organized by CARICC analysts in conjunction with other international organizations.
The parties expressed their commitment to intensifying further mutually beneficial cooperation in the field of data analysis and processing, the exchange of information products, reducing the demand for drugs and other activities of organizations in countering illicit drug trafficking.

A seminar on the organization of targeting for the staff of the Republic of Kazakhstan Border Service Academy of the National Security Committee was completed at CARICC

In the period from May 21 to May 25, 2018, on the basis of CARICC, a training seminar on the organization of targeting at the state border crossing points was held.
The event was organized by the International Narcotics and Law Enforcement Bureau (INL) of the US Embassy in the Republic of Kazakhstan and CARICC in order to counter transnational crime.
The seminar was attended by the staff of the Academy of the Border Guard Service of the Republic of Kazakhstan, as well as cynologists who serve in the units of the Border Service of the NSC.
Employees of the Academy of the Border Guard Service of the Republic of Kazakhstan for the seminar participants provided information on the basics of the risk analysis and management system in the implementation of border control at the state border.
Expert psychologists from the Association of Psychologists of the Republic of Kazakhstan present a methodology for dealing with persons suspected of smuggling narcotic drugs, psychotropic substances, as well as other objects prohibited for transportation across the border, as well as theoretical knowledge in this field.
Analysts of CARICC presented the participants with information on the ways and peculiarities of concealing drugs while smuggling across the border.
The theoretical knowledge received by participants of the seminar is fixed in the course of practical assignments at the international airport of Almaty.

A workshop on countering cybercrime was completed at CARICC

From May 21st to 25th, 2018, on the basis of CARICC, a training seminar on combating cybercrime for employees of a number of state bodies of the Republic of Kazakhstan was held.
The event was organized by the OSCE Office of Programs in Astana together with the International Narcotics and Law Enforcement Bureau (INL) of the US Embassy in the Republic of Kazakhstan and CARICC.
The seminar was attended by 18 employees of the General Prosecutor's Office, the Ministry of Internal Affairs, the Academy of Law Enforcement Agencies of the General Prosecutor's Office, the Forensic Science Center of the Ministry of Justice, the Civil Service and Anti-Corruption Agency, and the State Revenue Committee of the Ministry of Finance.
Participants of the seminar presented knowledge in the field of unauthorized access to computers and computer networks, including tools and techniques for collecting and analyzing data from RAM, Microsoft Windows registers, log files and events, and information from network packets.

Deputy Director of CARICC Lieutenant-General A.Sh. Shayakhmetov visited the Central Reference Laboratory in Almaty

May 23, 2018 CARICC Deputy Director Lieutenant-General A.Sh.Shayakhmetov with representatives of international and regional organizations accredited in the Republic of Kazakhstan, took part in the event organized in the framework of the Open Door Day at the Central Reference Laboratory in Almaty.
The event was of an introductory nature, during which a visit was made to a new building of a diagnostic laboratory on the basis of the Kazakh Scientific Center for Quarantine and Zoonotic Infections of the Republic of Kazakhstan Ministry of Health. The construction of the laboratory was financed by the US Government within the framework of the interstate Agreement between the Republic of Kazakhstan and the United States.
The main mission of the Central Reference Laboratory, which has no analogues in the countries of Central Asia, is the strengthening of diagnostic and research capabilities for the development and implementation of Government policy in the epidemiological monitoring system.

CARICC participation in the training on countering the sale of drugs through the Internet

In the period from 15th to 18th of May 2018, CARICC experts participated in a training course on countering the sale of drugs through the Internet, organized by the International Narcotics and Law Enforcement Bureau (INL) of the US Embassy in Kazakhstan together with the OSCE Office in Astana with the participation of Academy of law enforcement bodies under the Republic of Kazakhstan General Prosecutor's Office.
The purpose of the training is to train national trainers in the field of counteracting the sale of drugs through the Internet.
Participants of the seminar got knowledge on the use of the Internet and modern communication technologies for drug trafficking, the structure of the Deep Web / Dark Web Internet, and the exchange of information through social messengers.
