Participation of CARICC staff in the training seminar in organizing profiling at the checkpoints to counter transnational crime
During the period from June 26 to June 27, 2017, Aktobe hosted the next training seminar in organizing profiling at the checkpoints to counter transnational crime, which was attended by CARICC officers as experts.
The training seminar was organized for border control officers of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan as part of a joint initiative of the International Narcotics and Law Enforcement Section (INL) of the U.S. Embassy in the Republic of Kazakhstan, and the OSCE Programmes Office in Astana.
The goal and objectives of the seminar were to form the theoretical knowledge and practical skills with the staff of the border control authorities to organize and conduct the profiling of suspicious individuals and goods crossing the state border of the Republic of Kazakhstan at international automobile, railway and aviation checkpoints in order to counter various types of threats to national security (illicit drug trafficking, religious extremism, and international terrorism).
The training course delivered by CARICC analysts received positive feedback from the participants of the event.

Concerning the positive results of trainings delivered to the border guards of Kazakhstan by CARICC staff to identify drug-related criminals at checkpoints
From the beginning of 2016 until the present day, as part of the initiative of the Border Guard Service of the Committee for National Security of the Republic of Kazakhstan (RoK CNS BGS), the staff of Central Asian Regional Information and Coordination Center for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC), has been implementing a series of activities aimed at enhancing capacities of border control authorities by forming practical skills with their employees in organizing and targeting of potentially dangerous persons, vehicles and goods that cross the state border of Kazakhstan at international aviation, road and rail border crossing points.
This initiative has been implementing in cooperation with the Association of Psychologists of the Republic of Kazakhstan and under the organizational and financial support of the International Narcotics and Law Enforcement Section (INL) of the U.S. Embassy in the Republic of Kazakhstan and OSCE Programmes Office in Astana (OSCE).
As part of training seminars delivered by CARICC staff who acted as trainers, the servicemen of the Border Guard Service of Kazakhstan were briefed on information on the functioning of the Integrated Risk Analysis and Management System, Risk Analysis using the example of the FRONTEX European Coastal and Border Protection Agency, the U.S. Customs and Border Protection Service and the Customs Service of South Korea.
During the course of training sessions, representatives of the Operational Frontier Group of the Federal Security Service of the Russian Federation, the Risk Assessment Unit of the National Center for Analysis of Cargo Transportation of the Israeli Tax Service, the National Information Collection Center of the U.S. Bureau for Customs Affairs and Border Protection acted as experts, including trainers of the U.S. DEA Global Training Team acted as experts.
Trainees were familiarized with an Overview of the legal framework, as well as recommendations on the use of the Risk Management System when exercising border control, and on their implementation based on the current national legislation.
CARICC officers delivered a presentation on software tools for processing information that can be used to organize risk targeting directly at checkpoints in real time.
At the same time, trainees were briefed on information on the methods and tricks applied by criminals when smuggling drugs using transport, on studying external characteristics of drug traffickers.
The participants of the seminar were advised of the results of drug seizures based on international practice, photo packs and appearance of drugs, including new psychoactive substances, such as “spice”, “salt baths”, “JWH”, their markings and logos.
In addition, the results of seizures and video films describing the distribution of new psychoactive substances, so called “synthetic drugs”, and vivid examples of large seizures thereof at the airports of neighboring countries were demonstrated to the trainees.
To consolidate knowledge and skills acquired, practical sessions were organized at the international checkpoints of Kazakhstan in cooperation with officers of the Airport Aviation Security Service, Customs, Transport Internal Affairs Agencies, and Border Control Units. Participants of the seminar demonstrated their high professional skills and expertise, applying them when performing practical training tasks.
During trainings experts from the Association of Psychologists of Kazakhstan and CARICC included techniques for a deep psychological analysis of the verbal and non-verbal behavior of a suspect, as well as methods to identify specific risk indicators.
All of the above activities were carried out at a high organizational and technical level.
Thus, for the period from March 2016 to April 2017, around eight (8) trainings, involving 128 servicemen of the Border Guard Service of RoK CNS, have been implemented.
Participation of CARICC in trainings related to targeting of risks at checkpoints was highly appraised from the leadership of RoK CNS BGS, INL, and OSCE. Moreover, it was as a practical continuation in the form of deliverables of the border control authorities in the short term due to training and advanced training of border guards.
In particular, according RoK CNS BGS’s estimates, due to participation in the targeting programme, in 2016 its officers seized about 90 kg of various narcotic drugs out of illicit trafficking at the checkpoints at the state border of the Republic of Kazakhstan. In the first quarter of 2017, 81 cases of drug detection were identified by officers.
CARICC puts a special focus on Guidance Manual for Organizing Targeting at the Border Crossing Points prepared by the working group of INL-OSCE-CARICC-Association of Psychologists of the Republic of Kazakhstan and issued in 2017 for officers of the border control authorities of RoK CNS BGS. This Guidance Manual will enable to independently organize trainings for servicemen of border control authorities.

CARICC attendance in the joint technical meeting of SCS KRG
During the period from June 12 to June 13, 2017, representatives of CARICC attended a technical operational meeting in Bishkek (Kyrgyz Republic), in facilities of the Central Office of the State Customs Service under the Government of the Kyrgyz Republic (hereinafter – SCS KRG) to discuss an issue related to the establishment of an analytical database that would meet the requirements of SCS KRG.
The meeting was organized at the initiative of SCS KRG and with the support of UNODC Project XAC/K22 “Counteracting Trafficking of Opiates from Afghanistan through the Northern Route by Strengthening Capacities of Key Checkpoints and Establishment of Border Liaison Offices (BLO)”.
As part of this meeting, Mr. Sh. Berdaliyev, Deputy Chairperson of SCS KRG, noted that taking into account the massive volume of data received, the use of specialized analytical software is an indispensable condition for improving the quality of work of relevant units of the Customs Service.
Moreover, Mr. Berdaliyev also thanked Mr. Yu. Kurbonov, Head of UNODC XAC/K22 Project, and CARICC leadership for support rendered in addressing SCS KRG tasks to establish its own analytical database (meeting today’s modern requirements) using IBM i2 software.
According to Mr. Yu. Kurbonov, this SCS KRG initiative is one of the clear examples of close, substantive and practical cooperation of competent authorities with international and regional organizations in the field of counteracting transnational crime.
Following this technical meeting, participants to this event have developed a number of recommendations for organizing and conducting training sessions for SCS KRG staff aimed at acquiring basic skills in working with IBM i2 software with the support of UNODC XAC/K22 Project and involving CARICC instructor capacities.
In addition, representatives of SCS KRG, CARICC and UNODC discussed and agreed on a plan for further activities in the medium term as part of implementation of the initiative of the State Customs Service under the Government of the Kyrgyz Republic.

CARICC Leadership Meeting with the EU Delegation
On the 9th of June 2017, an EU delegation led by Jean-Christophe Béllard, Under-Secretary-General for Political Affairs / Political Director of the European External Relations Service, visited CARICC.
From CARICC, the meeting was attended by Director, divisions’ heads, liaison officers of the State Customs Committee of the Republic of Azerbaijan and the Ministry of National Security of Turkmenistan.
During the meeting, the visitors were briefed on the drug situation in the Central Asian region, the major drug trafficking transit routes.
CARICC leadership extended its wish for a more active development of relationship between the Center and the EU competent institutions. Moreover, CARICC leadership extended intention to establish close cooperation with the European Monitoring Center located in Portugal’s capital, in Lisbon.
In turn, J.-C. Béllard characterized the level of cooperation between the EU and Central Asian countries in the fight against drugs as good enough. At the same time, visitors expressed their interest in CARICC initiatives.
As a result of the meeting, both parties having noted the interest in further development of cooperation between CARICC and the EU competent organizations, exchanged views on concrete proposals for effective cooperation.

CARICC has conducted a next training in using specialized software in crime prevention
From the 5th till 8th of June 2017, CARICC trainers delivered a next training in using capacities of specialized software «i2» in CARICC facilities.
The training was attended by the operational staff of the Drug Enforcement Department of the Ministry of Internal Affairs of the Republic of Kazakhstan and experts of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, who learnt capacities of “i2” software in combating crime during few days.
This year more than 30 employees of the competent authorities of Kazakhstan and Kyrgyzstan attended trainings in using specialized software conducted by CARICC experts.
The INL Office under the U.S. Embassy in the Republic of Kazakhstan, the UN office on Drugs and Crime Projects TD/RER/F23 “Law enforcement systems for the collection, analysis and intelligence exchange in combating drugs” and XAC/K22 “Counteracting the trafficking of opiates from Afghanistan through the Northern route by strengthening capacities of the major checkpoints and establishment of Border Liaison Officers” provide active support in implementing similar events.
A series of other trainings and seminars are scheduled to upgrade the professional level of law enforcement and Task Forces in Central Asian region.

Development and strengthening of cooperation among CARICC and Headquarters for Drug Control of the Ministry of Internal Affairs of Russian Federation, and CIS ATC
During the period from May 30 to June 01, Lieutenant-General A. Sh. Shayakhmetov, Deputy Director of CARICC, made a field visit to Moscow (Russian Federation), where he had meetings with Major-General of Police, K.V. Smurov, First Deputy Head of Headquarters for Drug Control of the Ministry of the Interior of Russian Federation, and Major-General K.O. Kozhakhmetov, First Deputy Head of the Antiterrorist Center of the Commonwealth of Independent States.
Issues of the current drug situation in CARICC member states and development of a unified methodology for assessing the smuggling of Afghan opiates along the “Northern” route planned by CARICC, a number of other issues related to the detection and elimination of clandestine drug laboratories for the production of synthetic drugs, as well as tackling legalization (laundering) of proceeds derived from illicit drug trafficking, were discussed at a meeting with K.V. Smurov.
During the meeting, K.V. Smurov noted that the Ministry of Internal Affairs of Russian Federation supported the initiative of CARICC to obtain an observer status with the Eurasian Group to combat the legalization of proceeds of crime and the financing of terrorism, and has already sent a relevant document to the Center.
At a meeting of Lieutenant-General A. Sh. Shayakhmetov, Deputy Director of CARICC with Major-General K.O. Kozhakhmetov, First Deputy Head of the Antiterrorist Center of member-states of the Commonwealth of Independent States, the parties noted an increased level of cooperation in 2017 among the agencies and ways to further strengthen the partnership.

On the role of Parliaments in the legislative enforcement of cooperation and regional security in Central Asia
On the 25th of May, an international round table was held on the theme, “The role of Parliaments in the legislative enforcement of cooperation and regional security in Central Asia”, in Astana, under the leadership of Mr. N.Z. Nigmatullin, Chairperson of the Majilis of the Parliament of the Republic of Kazakhstan.
The event reflects the challenges of modern threats and challenges that are of a transboundary nature, as well as measures taken by the states of the Central Asian region in close cooperation with international partners to effectively counteract these phenomena.
In his speech, Nurlan Nigmatullin outlined the urgency of combating the risks of manifestations of crisis phenomena, such as religious extremism and terrorism, illicit drug trafficking and illegal migration. He also noted the significant contribution made by Kazakhstan to the establishment of the Central Asian Regional Information and Coordination Center for Combating Drugs (CARICC). A positive evaluation of CARICC’s activities in the fight against transnational drug trafficking was articulated at this event.
In addition, representatives of the legislative bodies of Russia, Kazakhstan, Tajikistan, Kyrgyzstan, Afghanistan, as well as international organizations and international experts took part in the discussion of round table topics organized by the CSTO Parliamentary Assembly and the Majilis of the Parliament of Kazakhstan.
CARICC was represented at this event by Lieutenant-General A.Sh. Shayakhmetov, Deputy Director, who in his speech reported on the major activities and outcomes of CARICC’s efforts in tackling illicit drug trafficking in Central Asia.

CARICC in cooperation with SBNON MIA KR seized over 8 kg of heroin
As part of an international anti-drug operation with the assistance of the Central Asian Regional Information Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC, Almaty) the Service for Combating Illicit Drug Trafficking of the Ministry of Internal Affairs of the Kyrgyz Republic on the territory of Kyrgyzstan detained a citizen of one of the State Parties to CARICC, carrying narcotic goods. More than 8 kilograms of heroin were seized.

Participation of CARICC staff in the seminar related to the review of international experience in the field of profiling in order to combat transnational crime
During the period from April 24 to April 28, 2017, a number of CARICC officers attended a seminar in Astana devoted to the review of international experience in the field of profiling at international checkpoints in order to combat transnational crime.
This seminar was organized for border control officers of the Border Service of National Security Committee of the Republic of Kazakhstan as part of a joint initiative of the Border Service of the National Security Committee of the Republic of Kazakhstan, INL, OSCE and CARICC in training profiling specialists at international checkpoints to tackle various types of threats to national security.
Representatives of the Operational Frontier Group of the Federal Security Service of the Russian Federation, the Risk Assessment Unit of the National Center for Analysis of Cargo Transportation of the Israeli Tax Service, the National Center for Information Collection of the U.S. Bureau on Customs Matters and Border Protection, as well as the trainers of the United States DEA Global Training Team acted as experts in this seminar.
CARICC officers delivered a presentation on software tools for processing information that can be used to organize risk profiling directly at checkpoints in real time.
As a whole, officers of border control agencies of the National Security Committee of the Republic of Kazakhstan noted that the seminar fully met their expectations and that the experience gained would be very useful in their future service at the border control points.

Seminar on the use of information and analytical systems in combating crime
During the period from April 17 to April 21 this year, CARICC staff delivered training at the Law Enforcement Academy under the Prosecutor General’s Office of the Republic of Kazakhstan, organized by the United Nations Office on Drugs and Crime (TD/RER/F23) Project jointly with the U.S. Embassy in the Republic of Kazakhstan.
Participants of the training were officers of the National Anti-Corruption Bureau, the General Prosecutor’s Office, the Ministry of Internal Affairs, the Economic Investigation Service of the Committee of State Revenue, and the Financial Intelligence Committee. During a week, attendees learned the skills of using specialized software “i2”.
The goal of the training was to help trainees to master unique and useful innovative software, to skillfully apply the knowledge they gained in practice.
The need for informational and analytical system “i2” in the fight against crime has great potential. Its products are focused, first of all, on prevention of crimes. So, through the analysis of information, the software enables to model ambiguous criminal schemes. Thus, to identify pre-existing or already committed crimes in the early stages, take timely measures to prevent them.
The event allowed to upgrade the professional level of law enforcement staff, which will facilitate to achieve practical results in combating crime, protecting society and the state from external and internal threats.
