Meeting with Deputy Minister for Counter Narcotics of Afghanistan

CARICC Director M. Khamidov met with Sheikh Abdulrahman Munir, Deputy Minister for Counter Narcotics of Afghanistan, in Kabul on 3 February 2026.
The meeting was organized as part of CARICC delegation's participation in the fourth meeting of the Doha Process Counternarcotics Working Group.
Discussions with the Afghan counterpart focused on establishing information exchange on transnational drug trafficking networks, stepping up training and professional development programs for Afghan counter-narcotics police officers, sharing experience, and providing assistance in developing canine service.
Deputy Minister expressed interest in expanding cooperation between Afghanistan's Ministry of Counter Narcotics and CARICC on the said matters. At the same time, participants noted the importance of institutional and technical support for Afghanistan by CARICC member states and partners, including in the development of alternative sources of income for rural populations in order to prevent a return to drug economy and strengthen social stability.
Upon conclusion of the meeting parties agreed to continue fostering cooperation in combating illicit drug trafficking.
